In order to make it possible to reuse a single file in multiple places, and to make the file upload experience more consistent, the Attachment field on Page, Article, FAQ, Promo Block, and Feature Profile content types now uses the Media browser interface instead of a plain file field. See File Attachments in the Web Editor User Guide for updated instructions. The overall experience is similar, and there should not be any regression in functionality.
