Wednesday, June 10, 2009
The WSU Staff Council met on Wednesday, June 10, 2009, at 2:30 pm, in Room 267 University Hall.
Present: Council Members: Barbara Bullock, Mary Healea, Joanie Hendricks, Fran Keeley, Curt Pederson, Vickie Slone, Michael Sullivan, and Chris Wydman; Convener, Bill Rickert
1. Role of Staff Council Convener
Bill Rickert distributed a list of duties for the Convener of Staff Council, which was then modified and approved as attached. Albert Bondurant, Executive Director of Organizational Development and Learning, will serve as the Convener.
Linda Stutler will add a link on the Staff Council webpage to the minutes of the Staff Council’s Human Resources Committee and Presidential Awards for Excellence Committee.
2. President’s Awards for Excellence Committee
Beginning in 2009-10, the President’s Awards for Excellence Committee will be under the WSU Staff Council. CSAC and USAC will nominate five classified and five unclassified members for three-year staggered terms. Two of these will serve as co-chairs. As a transition to this new process, the current members will be given an opportunity to continue to serve.
Fran Keeley suggested that Chris Wydman and Joanie Hendricks, as ex-officios, should get a wrap-up meeting with Robert Sweeney, Executive Vice President for Planning and Secretary to Board of Trustees. They may also co-chair the new committee for continuity and necessary transitions. After that, each year’s committee members will decide who the co-chairs will be. In Fall 2009 after the awards are given, the new committee will meet with Robert Sweeney.
3. Staff Council Webpage
Linda Stutler will add links on the Staff Council website to a description and list of members of the Presidential Awards for Excellence and the Human Resources Committees. These links will also be added to the CSAC and USAC websites.
The Council also decided to add the Human Resources Committee as a topic on the agenda for the September meeting of Staff Council.
4. Participation of Unclassified-hourly Employees in CSAC, USAC, and Staff Council
The Council discussed whether Unclassified-hourly employees should be separately represented on Staff Council and/or on the Human Resources Committee. Part-time, on call employees are hourly and are not represented either. USAC is to look at the number of unclassified-hourly, unclassified, and classified employees. Mary Healea and others are to work with Bill Rickert during the summer to consider issues regarding unclassified-hourly employees. Mary Healea’s membership on Staff Council ensures the presence of an unclassified-hourly member for 2009-10, and the Council will develop a policy regarding participation of unclassified-hourly staff during the coming year.
5. Staff Council Summary 2008-09
Bill Rickert distributed and reviewed a summary (attached) of WSU Staff Council’s accomplishments during 2008-09, noting that the Council had a highly productive year.
The 2008-09 Summary will also be added to the Staff Council website.
The meeting was adjourned at 3:49 pm. The first 2009-10 meeting of the WSU Staff Council will be held on Wednesday, September 23, 2009.

Distribute an agenda with a list of invited guests to Staff Council members before the meeting.

WSU STAFF COUNCIL SUMMARY
1. The Staff Council played a central role, from inception to completion, in the—
2. The Council monitored results of its Staff Survey and, largely through its Human Resources Committee,
was instrumental in the development and implementation of—
A “How R we doing?” online survey will be available this summer about HR service to employees.
A 3-workday response time “pledge” for HR
3. The Council discussed and made recommendations regarding—
faculty, staff, and announce list serves,
changes to 403b accounts,
Voluntary FTE Reduction Program,
university budget issues,
High Deductible Health Plan (implemented January 2009),
Vacation and Sick Leave policies (approved by the President’s Cabinet),
university sponsorship of special deals from vendors,
organizational charts for WSU offices, and
the role of the Staff Liaison (defined and publicized).
4. The Council implemented changes to its procedures by naming the Staff Liaison as Convener of Council
meetings, by adding a Lake Campus representative, and by ensuring the inclusion of an unclassified-hourly
staff member on the Council.
Also, the Human Resources Committee and the Presidential Awards for Excellence Committee now report
to Staff Council.
