II. Approval of Minutes
It was moved and seconded that the minutes of the October 27, 2008 meeting be approved as written. Motion carried unanimously.
III. Report of the Dean (J. Bantle substituting for J. Thomas)
J. Bantle recognized Nathan Sedgwick as the new Graduate Studies Student Government Senator. Nathan will also be a member of the Graduate Dean’s Student Advisory Board.
Graduate headcount increased only 1.7% for W-09. For the past six years, since W-03, winter quarter headcount increased 3.5% with a peak in 2004. We need to continue to recruit new students. It is a difficult environment for recruiting. For F-09 only three Ohio institutions have not shown a decrease in applications. Wright State University is one of the three.
Although student credit hours are down from a year ago, this is not significant based on the overall increase during the last six years of 19.3%.
Four new degree programs were recently approved at various levels:
1. The Master of Science in Engineering in Renewable and Clean Energy was approved by RACGS in October 2008 and by the Chancellor in December 2008. We have already recruited a class of students due to the timeliness of this program and are ahead of other universities in starting a program targeted to alternative energy technologies. It is a key topic for new state and federal investments. The program involves collaboration with the University of Dayton, AFIT, and Central State University.
2. The Master of Clinical Psychology (PsyM) was approved in November 2008 by RACGS and in January 2009 by the Chancellor. This program is only intended for Psy.D. students who enter the Psy.D. program without a psychology master’s degree.
3. The Master’s of Engineering Innovation and Entrepreneurship, which is expected to generate a workforce that will promote economic development in Ohio, received RACGS approval in November 2008 and is pending approval by the Chancellor.
4. The Ph.D. in Sustainability and Renewal in Organizations (CEHS) was approved by the WSU Trustees in January 2009 and will go next to RACGS.
Our Graduate Council Scholars Program will continue for our scholars now in their first year of support, with a $13,000 minimum stipend and tuition scholarship. However, selection of new Graduate Council Scholars for 2009-10 is on hold until it is determined if this program will be subject to a budget cut which should be known by March 11.
Several line items have already been eliminated from the State Higher Education (USO) budget. A major loss is the announced cancellation of DAGSI which provided over $2M in student support the past two years. DAGSI has been able to save enough resources to continue for the time being, but, in the near future, it will likely be gone. Priorities in Graduate Education, a budget line which supported Computer Science and Engineering at a level of $0.6-0,8M, has also been cancelled effective July 2008. Innovation Incentive, a program which was to support both Computer Science and Neuroscience at up to $0.8M has been eliminated. Technology Commercialization, a program which has been providing $60K per year to our Technology Transfer Office, is also gone.
A budget cut with broad implications is a proposed approximate 50% cut in Research Challenge. This program has provided the largest share of WSU internal grant funding as well as significant new faculty start-up funds for the past 25 years. J. Bantle stated that he was scheduled to speak with Vice Chancellor Harry Andrist later in the day with hopes of getting him to rethink these areas of budget cuts. We will not know the final USO Budget for 2009-2010 until June.
IV. Committee Reports
* Policies Committee (L. Ream)
The Policies Committee met once since the last Graduate Council meeting and discussed seven items, all of which do not require a vote of Graduate Council.
The Policies Committee unanimously agreed to add the GRE as a requirement for admission to the MS Program in Biological Sciences. The MCAT and LSAT are both acceptable as alternate admission tests.
A new MBA concentration, “Innovation and Technology,” will be offered by the RSCoB. It will be the only concentration to be offered for the weekend program at the Mound Advanced Technology Center (MATC).
“Community Counseling” and “Mental Health Counseling” will merge as a concentration entitled “Clinical Mental Health Counseling.” This request from CEHS was necessary for accreditation reasons, requires no change in credit hours, and will not have a fiscal impact. As a concentration in the Counseling degree program, it will be listed on the graduates’ transcripts following the degree title.
The department of Teacher Education requested a change in the admission requirements for the “Classroom Teacher: MultiAge” Modern Languages: French and Modern Languages: Spanish concentration to include the Oral Proficiency Interview (OPI) and Writing Proficiency Test (WPT). This was unanimously approved by the Committee. The OPI was approved by the CEHS Graduate Studies Committee on October 8, 2008, and the WPT will become an admission requirement September 1, 2010.
The MSE-Mechanical Engineering and the MSE-Materials Science and Engineering programs requested the inclusion of an “International Track” for these programs. This would allow WSU students to complete half of their master’s degrees at WSU and half at an international institution with which WSU has a formal agreement. This would also allow international students from those institutions to complete half of their master’s degree at WSU. Students attending WSU in this program are required to meet our admission requirements, including the TOEFL (or LEAP). Memoranda of Understanding (MOUs) will be required between WSU and prospective international institutions.
L. Ream mentioned the following two items as informational.
No more changes involving the quarter system can be made after June 2009, therefore, all future planning should be considered in semester hours.
A draft policy on “Graduate Program Director Selection, Duties, and Periodic Review” is being drafted for the purpose of giving SoGS a role in Graduate Program Director selection, to set up a template for Graduate Program Director position descriptions, and to provide a process for Graduate Program Director review. This is not a vehicle to influence tenure, promotion, or regular compensation. CECS will serve as a test base for implementation.
* Membership Committee (J. Petrick)
The Membership Committee recommended eleven (11) nominations who met the standards for full graduate faculty status and five (5) who met the standards for adjunct full graduate faculty membership.

* Student Affairs Committee (B. Gray)
B. Gray stated that notification was received last week that the Regents Graduate/Professional Fellowship Program for 2009-2010 will not be funded due to budget cuts. Graduate Council Scholarships may also be eliminated due to budgetary constraints. This will be determined at a later date.
V. Research Report (E. Reinsch-Friese)
E. Reinsch-Friese stated that external funding awards for FY 09 through January 31, 2009 was 346 awards in the total amount of $45,993,639. This is an increase from the previous year’s 333 awards in the amount of $42,480,771.
Congratulations were given to Doug Petkie as the PI and recipient of the Ohio Academic Research Cluster for Layered Sensing (OARCLS). This is a large award with total funding of $4,138,462, we’re proud to have it, and it will be a lot of work. WSU will serve as subcontractor to UD for this program.
Research and Sponsored Programs is at full-staff once again with the addition of Brandy Foster as Associate Director of Pre-award and Sheila Schloss as Assistant Director of Pre-award.
A Grant Proposal Writing Workshop will be offered on Wednesday, April 1, with Dr. Robert Lucas of the Institute for Scholarly Productivity presenting. Dr. Lucas has visited WSU frequently and his workshops are well-received. Registration is required.
Requests for applications for the Research Incentive Competition will be sent. BSoM faculty is not eligible to apply for this competition. There are two components to the Research Incentive: $10,000 for research initiation and $3,000 for professional development. The application deadline is March 30, 2009.
VI. Report on ‘Semesters’ (T. Sudkamp)
In order to have a semester calendar in place by Fall 2012, plans must be implemented sequentially within the next 3.5 years, beginning in April 2009. Making the conversion to semesters would ensure that all universities in Ohio have the same calendar, multi-institutional programs will be easier, and students will be able to take courses at different universities at the same time. The next action necessary is approval by the Faculty Senate. A MOU is currently being negotiated with AAUP. A proposal for conversion to semesters will be presented to the Board of Trustees in March.
We need to accommodate that group of students who will want to graduate prior to this change to semesters.
There is a potential of five different academic calendars based on the semester system. These also allow for one, possibly two, three-week intersessions. The University of Cincinnati has a motion for a 14-week semester and Ohio State is considering a 15-week semester. Also, summer sessions could be either 6 or 7 weeks.
Several policies will need to be considered in order to make the change to semesters. Among them are full and part-time status, fresh start, transfer credits, credits required at WSU, graduate assistantship stipends, registration requirements, conditional and provisional status, probationary status, and second and dual master’s programs.
Curriculum development will require new program requirements and redoing course inventories. A program is being developed to electronically submit course inventories, which will streamline the process and eliminate paper copies.
College committees will need to approve all changes and submit them to the Graduate Council Policies Committee for completion by May 2010.
VII. Old and New Business
No old business was brought forward.
J. Bantle stated that we are in the process of reactivating the Research Council. Each College will be represented by their dean or a representative to consider policies, funding opportunities, research, and for faculty to voice concerns to administration. These meetings are being planned for the first Thursday of each month at 8:30 a.m. throughout the academic year.
