The answer in part (f) is the velocity if the electron starts out at the mid-point and goes to the point 15 cm above the mid-point, not the direction described in the question.  We know this because the potential energy of an electron is higher at the mid-point and the electric field always pushes charged particles from high PE locations to low PE locations.
