1.1.2.1.3 Class C Networks
For a class C network, the first three fields, field1.field2.field3 ,
specify the network number and class. The first three high order bits are
always 110. The first field can be from 192 to 223, the second from 0 to 255,
the third field from 1 to 254. The remaining field specifies the host number.

The Class C network is useful for sites with numerous networks but few
hosts. This is because the Class C network has 21 useable bits in the
network part of its Internet address. The 21 bits allow up to 16,777,216
network-number combinations. There are eight bits in the host part of
the Internet address which leaves 254 possible host-number combinations.
This takes into account some hosts numbers are reserved for special
purposes.
