6011.1 General Policy
- Wright State University is authorized to use radioactive materials and
radiation-producing devices under a specific licenses and registrations
issued
by the Ohio Department of Health. One license is contingent upon the appointment
of a radiation safety committee and a radiation safety officer that, collectively,
must:
- assure that any person using radioactive materials is qualified by
training and experience, has adequate facilities for safe use, and proposes
safe use with adequate radiation safety precautions;
- assure observance of radiation safety standards established by the
Ohio Department of Health and the radioactive material license;
- maintain records of the receipt, storage, use, transfer, and ultimate
disposal of all licensed radioactive material;
and,
- maintain records of personnel and area as required.
- The Ohio Department of Health periodically inspects university facilities
to ensure compliance with licensing and registration requirements. Inspections
are thorough, often including examination of records maintained by the
Radiation Safety office, and authorized users, as well as a critical review
of the use of radioactive materials and personnel knowledge. Violation
of licensing requirements and radiation safety standards may result in
loss of the license and assessment of civil or criminal penalties.
6011.2 Radiation Safety Committee
- The Radiation Safety Committee is established by and responsible to
the vice president for research for elaboration of university policy pertaining
to radiation sources. The committee shall have the responsibility and authority
for radiation safety policy in all areas of the university and for all
activities under the jurisdiction of the university.
- The committee shall institute and periodically review university policy
for compliance with state and federal regulations and shall exercise the
responsibility of the university for minimizing radiation exposure to students,
employees, and the public; and the environment; maintaining off-site radiation
releases as low as reasonably achievable; and, maintaining proper licensing
and registration of radioactive materials and radiation-producing
devices.
- The committee shall establish criteria for the qualification of users
and for evaluation of proposed uses of radioactive materials and radiation-producing
devices.
- The committee shall periodically review all aspects of the radiation
safety program, including records, and shall have approval authority for
radiation safety and control procedures implemented by the radiation safety
officer.
- The committee shall act, subject to a review by the vice president for
research, in all matters of disputed policy or procedure.
- The committee’s membership shall consist of a chair, a representative
of university administration, the radiation safety officer, and a minimum
of five authorized users of radioactive materials or radiation-producing
devices.
6011.3 Radiation Safety Officer and Radiation Safety Office
- The radiation safety officer is appointed by and responsible to the associate
provost for research for the radiation safety program in all areas of the
university and for activities under university jurisdiction.
- The Radiation Safety office is composed of the radiation safety officer
and a trained technical staff. The office is responsible for implementing
radiation safety control procedures in accordance with university administrative
policies and radiation safety regulations promulgated by federal and state
agencies.
6011.4 Users of Radioactive Materials or Radiation-Producing Devices
An authorized user for radioactive materials or a faculty user for radiation-producing
devices is a departmentally affiliated member of the faculty or staff who
has been authorized by the Radiation Safety Committee to use radioactive
materials or radiation-producing devices and who has been authorized to supervise
subordinate users. The use of such materials and devices shall fully comply
with research protocols approved by the committee. The authorized user is
responsible for safe use and storage of radiation sources in his/her laboratory,
including usage by anyone under his/her direction and protection of non-users.
Subordinate users are responsible for complying with laboratory procedures
and authorized user direction.
6011.5 Radiation Safety Manual
- The Radiation Safety Manual contains standards, procedures, and
regulations that have been established by federal and state agencies for
the safe use of radioactive materials and radiation-producing devices. It
also includes policies and procedures established by the Radiation Safety
Committee for the comprehensive implementation of these requirements.
- All users of radioactive materials or radiation-producing devices must
be familiar with the contents of the Radiation Safety Manual and
strictly observe its provisions.
- The Radiation Safety Manual is distributed by the Radiation Safety
office.
