3601.1 General Policy
-
All persons operating vehicles and bicycles on campus are responsible
for complying with the Wright State University parking policy and the
vehicle laws of the State of Ohio, Greene County, and the City of Fairborn.
-
The following policies apply to all vehicles operated on campus, including
but not limited to motor vehicles, motorcycles, and bicycles.

Pedestrians have the right of way at all times.
-
Permits or fees are required in all parking lots from 6 am until
10 pm, Monday throughThursday, and from 6 am until 4 pm on Friday.
Handicap, state vehicle, and specifically assigned reserved spaces
and resident lots are restricted at all times.
-
Responsibility for locating a legal parking space resides with
the vehicle operator. Lack of an available parking space is not justification
for violation of parking regulations. Permit parking spaces in specific
lots are not guaranteed to be available.

The university assumes no responsibility for vehicles or their contents,
including lost or stolen permits.
-
Campus permits are sold and issued only by the Department of Parking
and Transportation.
-
The legal permit registrant, vehicle owner(s), vehicle operator,
and/or permit holder is responsible for all violations involving
the registered vehicle.
-
Permits must be attached to the inside rear view mirror with the
identification visible from the front of the vehicle.
-
Transferring the permit to the vehicle being used is the responsibility
of the permit holder.
-
Only one permit may be purchased or issued per individual.
-
Due to the limited availability of restricted parking spaces, the
sale and issuance of permits may be discontinued at the discretion
of the Department of Parking and Transportation.
- Parking regulations are in effect at all times.
- The maximum vehicle speed limit on all campus roads, as well as in
all parking lots, is 20 mph, unless posted otherwise.
- Overnight parking is not permitted. Exceptions are noted in paragraph
3601.4 e) of this policy.
- Vehicles must be parked inside the specified parking space lines.
- Two- or three-wheeled motor vehicles must be parked in lined out
areas, except next to handicap spaces and fire lanes. If a lined out
area is unavailable, faculty/staff may use a standard size B space,
and commuter students may use a standard size C space.
3601.2 Bicycle Parking
-
Bicycles must be parked in bicycle racks. Bicycles should not be parked
in campus buildings (except student residence hall rooms) or locked to
trees, light/sign posts, fences, handrails, etc.
- Bicycle riders are required to ride on designated roads as motor vehicles.
- Operating a bicycle or motorcycle on sidewalks, grass, all trails, or inside
campus buildings and tunnels is prohibited.
3601.3 Visitor Parking
-
Visitors and alumni to the main campus may park in Visitor Lots 2 and
9 for $1.00 per hour or for a maximum of $5 per day. When visiting
campus, Wright State University retirees may park in visitor lots at
no charge, (unless reemployed) with appropriate ID.

The booths at the entrances to Lot 2 (near the Student Union) and
Lot 9 (near Allyn Hall) are open from 8 am until 10 pm, Monday through
Thursday, and from 8 am until 3 pm on Friday. After the booths are closed
on Monday through Thursday, a valid Wright State University main campus
parking permit is required for a vehicle to be parked legally.

Visitors who require a handicap parking space for lots other than
visitor lots may obtain a permit at the booths located at the entrances
to Lots 2 and 9.

Visitors to the university libraries may purchase a visitor parking
permit for $2 at the circulation desk in the Paul Laurence Dunbar Library.
3601.4 Permits and Fees
-
Faculty and Unclassified and Classified Staff Reserved (A) Parking Permits
-
Faculty and unclassified and classified staff who presently have
reserved (A) parking permits, are currently employed full time on
campus, and have not previously retired are eligible to reapply for
a reserved permit.
- Reserved permits are sold on an annual basis for a fee of $396.
- Reserved parking permits are valid only for reserved spaces within
the assigned lot.
- Holders of reserved permits also may park in faculty/staff, commuter
student, visitor, and remote lots. In addition, holders of reserved
permits may park in unrestricted Nutter Center Lots 1 through 9, except
during scheduled events.
- Reserved permit spaces are restricted to reserved permits
until 4 pm only, Monday through Friday. After 4 pm, any holder
of a valid Wright State University parking permit, excluding remote
parking permits, may park in an unspecified reserved space.
- Faculty/Staff (B) Parking Permits
- Faculty/staff are permitted to purchase faculty/staff (B) parking
permits. Graduate and teaching assistants are not eligible for B permits.
- The fees for faculty and staff permits are: annual, $110; single
quarter, $30; weekly, $3; daily, $1.50.
- Faculty/staff permits are valid in:
- Lots 1, 3, 4, 7, 8 (gated) 10, 11, 12 (gated), 13, 16, 17,
18, 19, and 20. Signs at the entrances to the lots indicate that
faculty/staff
parking spaces are located within the lots.
- Unrestricted spaces in Nutter Center Lots 1 through 9,
except during scheduled events.
- Unspecified reserved spaces after 4 pm, Monday through Friday,
and on Saturday and Sunday.
- Visitor Lots 2 and 9 after 8 pm, Monday through Thursday,
and after 3 pm on Friday.
- Lot 16 (Frederick A. White Health Center) after 4:00 pm, Monday
through Friday.

Faculty/staff parking spaces are identified in all lots with yellow
lines, and commuter student spaces are identified with white
lines. In consideration of commuter students, faculty/staff should
use commuter spaces only when faculty/staff spaces are unavailable.

Faculty/staff permit holders are not permitted to park in other
restricted spaces that may be painted with yellow lines.
-
Gated Lots 8, and 12 require the use of a Wright 1 Card
to enter. Faculty/staff cards are activated when a permit is purchased.
- Commuter Student (C) Parking Permits
- Commuter students are eligible to purchase commuter student (C) parking
permits.
- The fees for commuter student permits are: annual, $85; fall/winter/spring
quarters, $67; single quarter, $24; weekly, $2.50; daily, $1.25.
- Commuter student permits are valid in:
- Lots 1, 4 ,6, 7, 10, 11, 12, 16, 18, 19, and 20. Signs at
the entrances to the lots indicate that commuter student parking
spaces
are located within the lots.
- Unrestricted spaces in Nutter Center Lots 1 through 9, except
during scheduled events.
- Most faculty/staff (B) reserved spaces after 4
pm, Monday through Friday,and on Saturday and Sunday.
- Visitor Lots 2 and 9 after 3 pm on Friday.
- Lot 16 (Frederick A. White Health Center) after 4:00 pm, Monday
through Friday.
- Commuter student spaces are identified in all lots with white
lines, and faculty/staff spaces are identified with yellow
lines.
- Commuter student permit holders are not permitted to park in other
restricted spaces that may be painted with yellow or white lines.
- Handicap Parking Permits
- Disabled individuals may contact the Office of Disability Services
for information about and assistance with obtaining a state issued
handicap parking permit.
- To park on the Dayton Campus and at the Eugene W. Kettering Center,
in addition to displaying a state handicap placard:
- Handicap faculty, staff, and contract staff must purchase
a faculty/staff permit.
- Handicap students must purchase a commuter student, resident,
or remote permit.
- Remote permits are valid in Lot 20 and in Nutter Center Lot
9. Specific information about permits and fees can be found in
this section (3601.4).
- Handicap parking spaces are located in Visitor Lots 2, 9, and 16;
Lots 1, 2, 3, 4, 7, 8 (gated), 9, 10, 11, 12, 13, 17, 18, and
20; and, near the entrances to all of the residential buildings.
- A student who needs to access the handicap spaces in gated Lot
8 must request that the Department of Parking and Transportation
activate the Wright 1 Card. (Faculty/staff Wright 1 Cards are automatically
activated when a permit is purchased.) A person who is unable
to use the Wright 1 Card reader may request a remote gate opener
from
the Department of Parking and Transportation.
- Resident Student Parking Permits
A student who is a resident is not permitted to purchase a commuter
(C) permit.

A student who is a resident may purchase a parking permit for his/her
respective community lot. However, a residential community lot permit
is sold subject to parking space availability for each residential
community. Remote Lot 20 is available for a resident who is unable
to purchase a permit for his/her respective community lot.
- Forest Lane (L) Lot FL. A Forest Lane resident
may purchase a permit valid in Forest Lane Community Lot 8. If
a legal parking
space is unavailable in Lot 8, a Forest Lane permit holder may
use the white lined commuter spaces in Lot 4.*
- Hamilton Hall (H) Lot 4. Hamilton Hall second year and above
residents may purchase a permit valid in the white lined spaces
of Lot 4.*
- The Honors Community (D) Lot HC and The
Woods (W) Lot
W. Permits for the residents of The Honors Community and The Woods
are sold to second year and above, due to limited parking in Lots
HC or W. If a legal parking space is unavailable in Lots HC or
W, a permit holder may park in the white commuter parking spaces
in Lot 4 or in Lot 20.*
- A first-year resident of The Honors Community, The Woods
and Hamilton Hall are assigned to Lot 20 and may purchase a remote
parking permit for Lot 20 and for Nutter Center Lots 7 and 8.
Open parking is available in the upper lots of the Dayton Campus
(faculty/ staff, commuter student, and visitor lots) after 3pm
on Friday and all day on Saturday and Sunday. Paragraph 3601.4 (f)
contains additional information about remote permit parking
regulations. Section 3601.5 provides information about shuttle
service to and from Lot 20.
- Residents of The Honors Community or The Woods may purchase
temporary or guest permits valid only in remote Lot 20 for 25
cents per night and for 50 cents per week.
- Resident students should contact the Wright State Police
Department for information on escort service from Lot 20 after
shuttle hours.
- The Village (V) Lot V. A resident of The Village may purchase
a permit valid in Lot V. V permit holders may use the white lined
commuter spaces.*
- College Park (P) Lot P. A resident of College Park may purchase
a permit valid in Lot P.*
- University Park (U) Lot U, A resident of university park
may purchase a permit valid in Lot U.*
*A resident with a permit for his/her respective community lot
may park in any faculty/staff, commuter student, or unspecified
reserved spaces from 4 pm until 6 am,
Monday through Friday, and on Saturday and Sunday.
- Fees
- The fees for resident parking permits are: annual, $85;
fall/winter/spring quarters, $67; single quarter, $24; weekly,
$2.50; daily, $1.25.
- The fee for a parking permit for residents of The Honors
Community (D) and The Woods (W)
is $67 for fall/winter/spring quarters.
- The remote (R) permit is valid in Lot 20 and in Nutter Center
Lots 7 and 8. The fees for remote parking permits are: fall/winter/spring quarters,
$15; fall/winter or winter/spring quarters, $10; single quarter,
$5; weekly, 50 cents; daily, 25 cents.
- First-year residents of The Honors Community, The Woods and Hamilton
Hall must purchase remote permits. Other students who are residents
also have the option of purchasing remote permits.
- Guest parking is available in Visitor Lots 2 or 9, from 8 am until
10 pm, Monday through Thursday, and from 8 am until 3 pm on Friday.
The fee is $1.00 per hour. Guest permits for visitors staying
overnight or after 9 pm may be purchased at the Department of Parking
and Transportation, from 8:30 am until 5 pm, Monday through Thursday
and 4:30 p.m. on Friday, or at the Visitor Booth in Lots 2 or 9,
from 8 am until 8 pm, Monday through Thursday, and from 8 am until
3 pm on Friday. Visitor permits are valid in commuter student Lot
4 and The Village Lot V (by the gazebo) for a fee of $1.25 per night
or $2.50 per week.
- Residential community permits are valid in unspecified Nutter Center
Lots 1 through 9. Remote permits are valid in Nutter Center Lots 7
and 8. Residential and remote permits are not valid in Nutter Center
lots during scheduled events.
- Remote Lot (R) Student Parking Permits (refer to campus shuttle information
in section 3601.5)
- Resident and commuter students are eligible to purchase remote parking
permits.
- The fees for remote parking permits are: annual, $20; fall/winter/spring
quarters, $15; quarterly, $5; weekly, 50 cents; daily, 25 cents.
- Remote permits are valid only in Lot 20 (spaces identified with white
lines) and in Nutter Center Lots 7 and 8. Remote permits are not valid
in Nutter Center lots during scheduled events.
- Open parking is available in the proximity lots of the Dayton Campus
in faculty/staff and commuter student lots after 3 pm on Friday and
all day on Saturday and Sunday.
- Remote permits are valid in commuter (C) student spaces during
quarter breaks.
- Service/Vendor Contractor Parking Permits
- Service/vendor contractors may purchase service vehicle permits
for an annual fee of $110; single quarter, $30; weekly, $3; daily,
$1.50. Service/vendor contractors should contact the Department of
Parking and Transportation
for information and lot locations.
- Service/vendor contractors visiting the Dayton Campus may park
in Visitor Lots 2 or 9 for $1.00 per hour or for a maximum of
$5 per day.
- Temporary Parking Permits
Temporary permits are available at no charge to holders of valid annual,
multi-quarter, or quarterly permits, when the valid permit has been forgotten
or is unavailable to be displayed. Temporary permits generally are issued
for one day only.
- Replacement Permits
Replacement permits are available for $5 to an individual whose valid
permit has been lost or stolen.
- Refunds
- A person who purchases a parking permit and subsequently determines
that he/she does not require the permit may return the permit and request
a refund at the Department of Parking and Transportation. Permit fees
will be refunded according to the following schedule:
- Quarterly permits prior to the beginning of the quarter, 100
percent; during the first two weeks of the quarter, 70 percent.
Refunds will not be granted after the first two weeks of the quarter.
- An annual permit and a fall/winter/spring or multi-quarter
permit will be refunded on a prorated basis.
- Refunds for faculty and staff who have purchased a permit
through payroll deduction.
- The Department of Parking and Transportation
will notify the Payroll office when the faculty or staff member
returns a permit. The Payroll office will stop deductions beginning
the first pay period following notification.
- Any balance owed on a permit that has
not been returned to Parking and Transportation will be deducted
from the faculty or staff member's final paycheck.
- Refunds will not be granted for temporary or replacement permits.
- Refunds will not be granted for quarter breaks; refunds will not
be granted for annual permits after summer quarter B term and annual
faculty/staff permits after fall quarter.
- The holder of an A parking permit who requests a refund will relinquish
the right to repurchase the reserved permit.
- Any outstanding fines or fees will be deducted from the refund amount.
3601.5 Campus Shuttle
During fall, winter, and spring quarters, Monday through Friday, the Campus
Shuttle provides transportation to and from Lot 20, the residential communities,
and the McLin Gym at the Nutter Center. No shuttle service is available during
university observed holidays, and breaks. Limited shuttle service to campus
communities and to the McLin Gym is provided during summer quarter. Schedules
are available on the
shuttles, at the Parking
and Transportation office, and at http://www.wright.edu/admin/parking/shuttle.html.
3601.6 Violations and Fines
This policy applies to all vehicles operated on campus, including but
not limited to motor vehicles, motorcycles, and bicycles.

Parking Violations
The following parking violations are subject to a fine of $25 to $250.
-
Parking in a handicap space, or in the striped access aisle, without
a legal handicap license plate or permit. According to the laws of
the state of Ohio, a first violation is punishable by a minimum fine
of $250, not to exceed $500, plus any towing charges.
-
Obstructing a fire lane, the flow of vehicular or pedestrian traffic,
parking in any part of a road, pedestrian/handicap access ($100 fine,
plus towing fee).
- Parking in any area not designated for parking, disregarding painted
lines, or not entirely within one space ($50 fine, plus the cost
to repair any damage to university property).

Displaying an illegal parking permit, a permit reported stolen
or lost, or a permit that is reproduced or altered ($100 fine, plus
towing fee).
-
No/improper or improperly displayed permit in reserved (A), faculty/staff
(B), state/United States government, service, vendor, visitor, or
any space other than student commuter or resident spaces ($50 fine).
- No/improper or improperly displayed permit in student commuter or
resident spaces ($25 fine).
- Parking in excess of posted time limit ($25 fine).
- Violators of the university parking policy may be referred to appropriate
authorities for disciplinary action in addition to paying outstanding fines
and towing charges. A student may be referred to the Office of Student
Affairs and Enrollment Services. A faculty or staff member may be referred
to his/her dean or department director, and his/her vehicle may be impounded.
- A hold will be placed on a student's registration and transcript if he/she
has $100 or more in unresolved fines. The Department of Parking and Transportation
reserves the right not to issue a permit to any person with $100 or more
in unresolved fines.
3601.7 Towing/Booting a Vehicle

Vehicles may be towed or booted for the following violations:
-
The vehicle is parked in a manner that creates a hazard to safety
or construction progress or that obstructs or impedes the flow of
vehicular or pedestrian traffic.
- The vehicle is parked with an illegal or invalid permit.
- The vehicle has accumulated $100 or more in unresolved fines or fees.
- An unauthorized vehicle is parked in a handicap space, reserved
space, visitor lot, gated lot, state/United States government space,
service/vendor space, or any other restricted space.
- The vehicle is obstructing a fire lane.
- Vehicles will be continued on the eligibility list for towing/booting
until fines are paid to less than $100. The university is not responsible
for damage resulting from vehicle towing/booting or any other condition
as defined by this policy or by Chapter 4511 of the Ohio Revised Code.
3601.8 Fine Payments
- Fines may be paid with cash, check, Wright 1 Card, Visa, MasterCard,
or Discover Card at the Parking and Transportation office or by mailing
the Violation Notice with the appropriate fine amount to Parking and Transportation.
Do not mail cash; a canceled
check, money order stub, or bank statement will serve as a receipt. The Violation
Notice should be included
with the fine payment.
- Any Violation Notice that has not been paid or appealed within one month
of issuance shall be considered unresolved.
- A fine must be paid in total; partial fine payments cannot be accepted.
3601.9 Appeals
-
Appeal forms and information concerning the appeal procedure are available
at the Department of Parking and Transportation. Appeals must be filed
within one month of issuance of a Violation Notice. The Parking Advisory
and Appeals Committee must approve late filing exceptions. The committee,
consisting of one student member, one faculty member, and one staff member,
has been established to ensure fairness and equality of treatment.

The fine for a violation that has been appealed and denied is due immediately
upon receipt of the notification of the appeal denial.
-
Two appeals per quarter will be approved for any permit not displayed
if the permit holderparked in the appropriate zone.
- A reappeal of a decision
may be filed in the Department of Parking and Transportation. The reappeal
will be forwarded to the representative committee. Reappeal forms
are available at the Parking and Transportation office. A reappeal must
be filed within
two weeks of the decision of the original appeal.
The chair of the committee must approve a late filing exception.
3601.10 Amendments
The Parking Advisory and Appeals Committee and the Department of Parking
and Transportation
reserve the right to make amendments to the university parking policy.
