(m) When a web page requires that an applet, plug-in or other application be present on the client system to interpret page content, the page must provide a link to a plug-in or applet that complies with 1194.21(a) through (l).

  1. When providing a PDF file, test to see whether the file can be read with screen reading software. If it can't, provide a text file equivalent either in HTML or text format. Adobe currently provides an accessibility tool that you can use to convert a PDF file to an HTML or text format.
