Using Benefits: Dayton and Lake Campus Veterans

The following guide applies to anyone using VA Educational Benefits. This excludes Department of Defense Federal Tuition Assistance and other benefits for Current Service Members.

Apply to Use Benefits

To use your GI Bill Benefits at Wright State there are five main steps to follow initially. Continuing students will repeat steps four and five every semester.

Apply to the VA

Students hoping to use their VA benefits must first apply to the VA to activate the appropriate benefit.

The VA will send you a statement of benefits via email or a Certificate of Eligibility (COE) in the mail.

Note: Only Chapter 33 and 31 pay tuition directly to Wright State.

Complete the application process at Wright State University.

Undergraduate application fees are waived. Applicants must pay for graduate admissions.

Complete all transcript requests from previous institutions.

You must contact each previous institution where you earned credit individually.

Request CCAF or JST transcripts.

Register for classes

  • Undergraduate: Schedule an advising appointment for undergraduate and register for classes
  • Graduate: Contact your program for specific direction and register for classes

Contact the VMC

  • Complete the Initial Contact Form and upload your Certificate of Eligibility (COE). You only need to do this once.
  • Complete the appropriate semester Veteran Enrollment Report. You will complete this form every semester you use benefits.


VA Certification Policy

VA Certification Policy requires that Wright State University report:

  • Any credit hour changes 
  • Any tuition and fee changes 
  • Any changes related to your academic program (changing or adding a major or minor, etc.) 
  • Any non-punitive grades: These are grades that do not impact your GPA 
    • Early withdrawal from class (“W” Grades) 
    • N.R. Grades for Non-Attendance 
    • U – Unsatisfactory (Not reported for Developmental Classes) 
  • Any dismissals (Either Academic or Non-Academic Reasons) 
  • Graduation 

What can this mean for you:

  • Credit Hour Changes/Tuition and Fee Changes 
    • If you drop or add classes that change your attendance status from full-time to part-time 
      • Your Monthly Housing Allowance (MHA) may be affected 
      • You may owe money back to the VA 
    • Changes after the 100% refund date 
      • You may owe fees/reimbursements to Wright State for classes not attended 
      • You may owe fees/reimbursements to VA for classes not attended 
      • You may owe reimbursements for an overage in the MHA sent to you 
  • Changes to Academic Program: We can only certify courses that apply to a major, minor, or other certification if you are a degree seeking student 
    • If a course does not fit these criteria, the course and associated fees/materials may be excluded from the total report to the VA 
      • You will owe Wright State for the tuition/fees/materials/etc. for that course 
  • Non-Punitive Grades: Reporting of certain grades (i.e. N.R. or U’s) reflects as if you did not take those classes 
    • These type of grades eliminate these classes from your transcript as if you NEVER TOOK THE COURSE possibly changing your enrollment status from full time to part time and possibly affecting your financial obligations 
    • Changes your overall enrollment status possibly changing your allotments 
    • Creates the possibility for debts to BOTH Wright State and the VA 
  • Dismissal: The VA will have a record that may inhibit you from using your benefits elsewhere 

What can you do?

  • Communicate any mitigating circumstances to us regarding changes in your circumstances 
    • The VA defines a mitigating circumstance a “circumstance beyond the student’s control that prevent the student from continuing in school or that cause the student to reduce credits.” - SCO Handbook 
      • An illness or death in your immediate family 
      • An illness or injury afflicting you during the enrollment period 
      • An unavoidable change in your conditions of employment 
      • An unavoidable geographical transfer resulting from your employment  
      • Immediate family or financial obligations beyond your control requiring you to suspend pursuit of the program of education to obtain employment 
      • Discontinuance of the course by the school 
      • Unanticipated active military service, including active duty for training 
      • Unanticipated difficulties with childcare arrangements made for the period during which you are attending classes 
  • If you are considering changing your enrollment AFTER the 100% refund date (typically after the 2nd week of the full semester), please contact us at vmc@wright.edu. We can advise you of the likely impact. 
    • It may be in your best interest to complete classes, even with an “F” than to disappear and simply stop going 
    • We can discuss mitigating factors and logistics surrounding them 
    • We may have new sources of information or direct you to appropriate resources at Wright State University or in the community

Montgomery GI Bill Active Duty (Chapter 30)

  • This is a stipend only benefit. It does not pay any tuition or fees directly to Wright State.
  • Benefits are payable for 10 years following your release from active duty.
    • You will receive a monthly payment at a rate set by Congress based on your expenses for 36 months, which varies based on enrollment status.
    • Monthly check (via direct deposit) sent to veteran after proof of enrollment and monthly online verification.
       


Veteran Readiness and Employment (VR&E) (Chapter 31)

You must apply and be accepted by the VR&E program to utilize this benefit for educational purposes. This benefit does not count towards the 4-month cap set on service members using educational benefits.

To use this benefit you must have the name and email of your Rehabilitation Counselor. Your Rehabilitation Counselor is assigned upon acceptance into the VR&E program.

  • This program provides effective vocational rehabilitation services to veterans with service-connected disabilities.
    • Benefits determined on an individual basis. In general, these include:
      • Tuition and fees
      • Monthly Housing Allowance (determined on an individual basis)
      • Books and Supplies to be purchased through the Wright State bookstore
      • Parking
    • See the Veteran Readiness & Employment website for more information.
    • Your counselor typically releases two Purchase Orders (P.O.’s) directly to Wright State that are updated annually. One to the Bursar and one to the Bookstore, e-campus. Delays in the release or update of these PO’s can result in the delay in tuition payments, MHA payments, and Bookstore access. Please reach out to both the VMC and your counselor to confirm if your payments are delayed.  
       


Post 9/11 GI Bill (Chapter 33) and Transfer of Entitlement (TOE)

Fry Scholarship Recipients

  • This program provides financial support for education and housing to veterans with at least 90 days of active service on or after September 11, 2001, and eligible dependents that meet requirements for transfer of benefits. Benefits are available for up to 15 years following discharge if you left before January 1, 2013. If you left after, your benefits are good forever.

The benefit provides:

  • An annual book stipend of $1,000 paid proportionately based on enrollment. You will receive approximately $42 per credit that you are enrolled per semester until you reach the $1000 maximum.
    • Example: In the Fall Semester if you enroll in 15 credits you will receive approximately $630. Your balance for the year would then be $370. If you enrolled in 12 credits in the Spring semester you would NOT receive the approximately $500; you would receive the $370 balance. 
  • All required course fees (NOT inclusive courseware). e.g. lab fees
  • All required institution fees. Examples include the Career Services fee that covers advising and first year program fees that get applied to some students in their first year of a degree program.
  • Tuition payment will be made directly to the school after registration, not to exceed the maximum in-state tuition/fees at a public institution.
  • Monthly Housing Allowance (MHA). For students meeting At WSU this is approximately $1250 per month, pro-rated by the day, paid in arrears.
    • You must be in at least one residential class OR have documentation that you must set foot on campus to receive the residential MHA.
    • If you are enrolled in ALL distance courses, you will receive the distance learning MHA, approximately $916.50 per month, pro-rated by the day; paid in arrears. 
    • You must verify your enrollment every month with the VA. We recommend choosing the text option when you apply for your benefit.
    • If you do not have health insurance and are enrolled full-time the GI Bill will cover the cost of student health insurance. This available to students only (there is no family plan).If you have health insurance through another source you MUST waive the student health insurance.

The GI Bill will not cover the following:

  • Inclusive Courseware. These fees are considered books and are technically optional (we do not recommend waiving them).
  • Counseling and Wellness Fee – you may opt out.
  • Student Legal Services Fee – you may opt out.
  • Parking Fees
  • Campus Housing – The Post 9/11 GI Bill provides a monthly housing allowance. It will not pay any housing charges incurred. Payment arrangements must be made by the student.
     


Survivors and Dependents Assistance—Dependents’ Educational Assistance (DEA) (Chapter 35)

  • This is a stipend only benefit. It does not pay any tuition or fees directly to Wright State.
  • To use this program you must have the individual recipient Social Security Number (SSN) and the Social Security Number of the Veteran whose service has provided the benefit. The file number is the Veterans’ SSN. 
  • DEA provides education and training opportunities to eligible dependents of certain veterans (Determine DEA eligibility). The program offers up to 45 months of education benefits.
    • For a child, you must be between the ages of 18 and 26.
    • If you are a spouse, benefits end 10 years from the date VA finds you eligible.
    • For surviving spouses (spouses of service members who died on active duty) benefits end 20 years from the date of death.
    • The current amount is approximately $1200 per month for full-time attendance for a full 30 day month. The amount is pro-rated for less that full-time enrollment and shorter months. Payments are made in arrears at the end of each month.
  • If you are eligible for the Chapter 35 as an undergraduate student you may also be eligible for the Ohio War Orphans Scholarship through the State of Ohio.
    • This benefit will pay a percentage of in-state tuition costs for undergraduate students who apply by the deadline.


Montgomery GI Bill Selected Reserve (Chapter 1606)

  • This is a stipend only benefit, It does not pay any tuition and fees directly to Wright State.
  • This program may be available to you if you are a member of the Selected Reserve. The Selected Reserve includes the Army Reserve, Navy Reserve, Air Force Reserve, Marine Corps Reserve, Coast Guard Reserve, Army National Guard, and Air National Guard.
    • Allows "kickers" up to $350 per month determined and administered by the service.
    • The current rate for full time is $384 per full month.
    • Monthly check (via direct deposit) sent to veteran after proof of enrollment and monthly online verification. This verification can only be completed on the last day of each month – if it is missed, you must wait until the last day of the next month.
       


Yellow Ribbon and Residency Program

Wright State is a proud participant in the Department of Veteran Affairs Yellow Ribbon program.

Eligibility

To utilize the Yellow Ribbon Program you must be a recipient of the Post 9/11 GI Bill® at the 100% level. You can read more about the Post/911 GI Bill® Yellow Ribbon on the VA FAQ page.

What does the Yellow Ribbon Program do? 

Yellow Ribbon is an agreement between the Department of Veterans Affairs and Wright State University to provide up to 50% of the tuition not covered by the Post 9/11 GI Bill®. For almost all programs at Wright State, that means matching up to 50% of the out-of-state/non-residency costs.

Eligibility is only limited for those students applying to the Boonshoft School of Medicine and the School of Professional Psychology. Please reach out to the VMC with questions.

Using Yellow Ribbon at Wright State

In practice, the Yellow Ribbon program will provide support for those individuals who do not qualify for in-state tuition. Many student veterans and dependents who attend Wright State will qualify as in-state residents and therefore in-state tuition.

Please reference the University Policy 3060 on Residency to see if you will meet the residency requirements. In particular, sections C-4, C-5, or C-7 are specifically targeted towards those using military benefits.

If you do not meet any of these qualifications or you want to attempt to use the Yellow Ribbon program you must complete a residency petition. Your eligibility for Yellow Ribbon will be determined following the completion of the residency petition and all of the normal procedures necessary to utilize your Post-9/11 GI Bill® at Wright State.
