of
May 17, 2004 Meeting

Present: Jeanne Fraker, David Green, Charles Larkowski, Joe Law, Henry Limouze, Jeff Wehmeyer (for Jan Maxwell), KT Mechlin, Richard Mercer, Sharmila Mukhapadhyay, Tony Ortiz, Susan Praeger, Tom Sav. Guests: Greg Schumm, Roger Fulk, Cindy Laman.

Approved Minutes of April 12, 2004 (Correction to WAC Report -- "the committee has been considering the addition of a writing intensive course" to "the committee has been considering the approval of an advanced writing course". The official April 12, 2004 minutes will be corrected accordingly).

UCAPC Subcommittee Reports

Writing Across the Curriculum Committee: Joe Law, WAC Chair, reported that the committee has approved ENG 341 as an advanced writing course.
University General Education Committee: Henry Limouze, UGEC Chair, reported that the committee is working on putting in place assessment plans for Areas III and VI and examining the teaching composition of GE courses. On the latter, it appears that there has been a decline in the proportion of tenured and tenure track faculty teaching GE and an increase in the proportion of adjuncts, instructors, and lectures teaching GE. UGEC minutes are available as follows:

Returned Inventories: PHY 231 ( the course number should perhaps be at the 100 level and the syllabus needs to meet university standards, including a outline of course material coverage by weekly meetings).
Approved Modifications: PHY 240, PHY 242, MTH 316, MTH 317, STT 160, BIO 345 (UCAPC deleted SM 146 as a prerequisite because the course has not been approved by the COSM or UCAPC), BIO 407, BIO 437, BIO 473 (UCAPC changed "Recommended Preparation: BIO 315 or equivalent" from a "prerequisite" to a "other" as a modification), BIO 475, BIO 480, BIO 484, EXB 354, EXB 466, PHY 470, GL 345 (UCAPC deleted SM 146 as a prerequisite because the course has not been approved by the COSM or UCAPC). However, the modifications will be brought to the attention of UGEC.

LC:
Approved Inventories*: IT 101, IT 121, IT 122, IT 130, IT 140, IT 141, IT 160, IT 201, IT 202, IT 210, IT 211, IT 220, IT 221, IT 222, IT 230, IT 250, IT 270, IT 295, IT 299, TOA 205, TOA 210, TOA 244
Approved Modifications*: TOA 241, TOA 242, TOA 243
* The committee approved the LC proposals subject to the resubmission of course proposal syllabuses that meet required university standards, including a topical outline of course material coverage by weekly meetings, among other things. In addition, the committee requested that the title for student record on many courses be revised to conform with university requirements. Student Government argued that the 94% bar for an "A" and overall grading scale on course syllabuses was too high relative to what was believed to be the more standard 90% bar and so-called 10% grading scale used at the main campus, although the committee did not support any change in course grading scales.

Program Changes

CECS:
Approved B.S.Biomedical Engineering (Traditional). The proposal was previously tabled at the UCAPC meetings of March 11 and April 12. The faculty of the COSM since met with the faculty of the CECS and the former withdrew objections to the proposal available as follows:

Approved B.S. Biomedical Engineering (Premedical). The proposal was previously tabled at the UCAPC meetings of March 11 and April 12. The faculty of the COSM since met with the faculty of the CECS and the former withdrew objections to the proposal available as follows:

Approved B.S. Industrial and Systems Engineering. The proposal was previously tabled at the UCAPC meetings of March 11 and April 12. The faculty of the COSM since met with the faculty of the CECS and both came to agreement that MTH 233 and MTH 253 will be replaced by a 4-5 credit hour integrated course to be developed in the near future. The proposal (indicating such agreement) is available as follows:

B.S. Electrical Engineering. The proposal was previously tabled at the UCAPC meetings of March 11 and April 12. At the present meeting it was announced that the COSM and the CECS did not come to mutual agreement on the proposed resubmission whereby MTH 233 and MTH 253 would be replaced by a 4-5 hour integrated course. A problem pointed out by committee members was the deletion of MTH 233 from the proposed program. Therein was a problem in that, unlike the Industrial and Systems Engineering proposal, entering students would not be required to take MTH 233 under the proposed new program. After much discussion, a motion was made to approve the proposal. Absent a second to the motion, the motion was not supported and could not be considered by the committee. Once again, the committee remained confident that, as with the above program changes, the COSM and the CECS will continue to work together and the final product will enhance the WSU curriculum. The proposal is available as follows:

CEHS:
COBA:
Approved B.S.B.Finance as follows:

COLA:
Approved B.M. Music Education as follows (given the change in EDS from 3 to 4 hrs., the committee changed the hours for Professional Education from 32.5-34.5 to 33.5-35.5 and, therefore, the Total degree hours from 196.5-200.5 to 197.5-201.5):

General Education Program:
Approved Area VI College Component: addition of SM 205 Great Ideas in Science to the COSM Area VI (submitted and approved by the UGEC). The Master Syllabus is available in the Faculty Office.

New Programs

CEHS:
Approved Honors Program -- Health, Education, and Recreation available as follows (upon the announcement of the CEHS representative, UCAPC corrected the HPR 400 course to read HPR 488):

LC:
Approved A.A.B. Office Information Systems -- New Major in Information Technology. The committee noted that with regard to the Freshman Year First Quarter courses CS 205 and CS 207, the latter must be moved to the Second Quarter because CS 205 is a prerequisite to CS 207 and cannot be taken concurrently. While it was suggested that a more appropriate title for the major might be Graphics Design, the LC guests in attendance clearly presented the rationale for the current title based on industry and statewide practice via OBR. The proposal is available as follows:
