Student Government - Constitution

Preamble
In order to promote an open spirit of friendship among students and faculty, to advance the special academic interests of the students, to encourage professional development, and to coordinate social activities of general interest, we, the graduate students in the School of Professional Psychology (SOPP), do hereby establish this Constitution.

Article I - Name
The name of this organization shall be the Student Government for the School of Professional Psychology, Wright State University.
Article II - Mission
The ongoing goals of this organization shall be: to advance and communicate professional knowledge and standards; to conduct and foster a program of education in the field of psychology; to provide support and encouragement for students; recognize and communicate student and alumni needs and contributions; and to maintain a cohesive organization of all students enrolled in S.O.P.P.
Article III - Membership
Section I: Members in good standing.
Any person enrolled in S.O.P.P. at Wright State University, either full or part-time, is a member in good standing of the organization, and shall be eligible for voting membership.
Section II: The collective body of members in good standing shall be known in this document as the general assembly. Any member in good standing is welcome to attend and participate in general meetings of the Organization.
Section III: Voting members shall be elected yearly by the general assembly, and shall include officers, S.O.P .P-wide committee representatives, and chairpersons of organizational committees.
Section IV: Membership and participation shall be free from discrimination based on race, religion, ethnic group, national origin, disability status, gender, or sexual orientation.
Article IV - Officers and Election Procedure
Section I: The Governing Body shall be a committee composed of seven to eight officers, members in good standing. Offices include: Chairperson (two people can be Co-Chairpersons (Co-Chairs)), Secretary, Treasurer, and Class Representatives, one from each of the four classes in S.O.P.P.
Section II: Officers shall be elected by the general assembly of the S.O.P.P. student body.
Section III: The tenure of officers shall be four consecutive quarters beginning in the fall quarter and terminating upon election of new officers.
Section IV: Nominations for office shall be made on a self-nomination basis by members in good standing and shall be posted no later than the second week in September. Election of officers shall be held by printed or e-mail ballot no later than the last week in September. Elections shall be open to participation by all members in good standing. New officers shall be announced school-wide no later than the first week in October.
Article V - Officers and Duties
Section I: The officers shall coordinate activities of the Organization; call to the attention of the administration, faculty, and the Organization any situation likely to affect student welfare or concerns; appoint special functional committees which shall carry out the proper purpose of the Organization; and make decisions which shall be necessary and proper for carrying into execution the foregoing responsibilities.
Section II: The officers and/or the Organization shall set standards of attendance at Organizational meetings and performance for its members and may exercise recall by a two-thirds vote of any officers and/or Organization members in good standing.
Section III: The Chair or Co-Chairs of the Organization shall call and preside over all meetings of the governing body; preside over all meeting of the Organization; serve as ex-officio members of all committees; and perform all other duties as designated by the governing body and/or the Organization.
Section IV: The Secretary shall keep all records and minutes of the governing body and general assembly proceedings; post and distribute said records and minutes; post signs for meetings and organizational functions; and attend to all official communications of the Organization with members and other agencies.
Section V: The Treasurer shall prepare a proposed budget for distribution of funds for the Organization during the fiscal year, to be submitted for approval by the general assembly of the Organization, and to the financial officer in the Office of the Dean for S.O.P.P.; make expenditures in a manner approved by the financial officer in the Office of the Dean for S.O.P.P.; keep track of acquisitions and expenditures; and perform all other duties as designated by the governing body and/or the Organization.
Section VI: The Class Representatives shall represent the collective voice of opinion for their respective classes in the general assembly, and in any forum in which the opinion or position of the Organization shall be represented and communicated; and perform all other duties as designated by the governing body and/or the Organization.
Article VI - Faculty Liaison
Section I: At the time of Officer and Committee Representative elections in the Organization, members in good standing shall elect one S.O.P.P. faculty member from the Fully Affiliated Core faculty to serve one term as Faculty Liaison to the Organization. This person's duties shall include serving as the primary channel of communication between the Organization and the faculty of S.O.P.P.
Article VII - APAGS Representative
Section I: At the time of Officer and Committee Representative elections in the Organization, members in good standing shall elect one member in good standing to serve as the campus representative to the American Psychological Association of Graduate Students (APAGS). This position is hereby altered in status, from an independently functioning position in S.O.P.P. to a position established and recognized by the Organization, subject to its Constitution and Bylaws.
Article VIII - Committees and Election Procedures
Section I: The Organization shall elect committee members in accordance with the committee structure specified by the S.O.P.P. Bylaws. Committee positions shall be occupied by members in good standing. Such committees, standing or ad hoc, shall be collectively referred to as
S.O.P.P.-wide Committees
Section II: S.O.P.P.-wide Committee positions are limited in number and by class membership as designated by the S.O.P.P. Bylaws.
Section III: The Organization shall elect Chairpersons of its own committees. Committee Chair positions shall be occupied by members in good standing, who are S.O.P.P. graduate students. Organization Committees include: Social Responsibility Committee, Pride and Unity Committee, Colloquium Committee, and Alumni Affiliates Committee.
Section IV: Committee representatives and chairpersons shall be elected by the S.O.P.P. student body.
Section V: The tenure of committee representatives and chairpersons shall be four consecutive quarters beginning in the Fall quarter and terminating upon election of new committee representatives and chairpersons.
Section VI: Nominations for committee representatives and chairpersons shall be made on a self-nomination basis by members in good standing. The timetable for nominations and election of committee representatives and chairpersons shall be the same as that for officers, and shall be presented on the same ballot.
Article IX - Organization Committee Chairpersons and Duties
Section I: The Social Responsibility Committee Chairperson shall select additional committee members from the student body; coordinate the annual sale of S.O.P.P. attire; determine the charitable organization to which profits will be donated; coordinate any community service activities engaged in by the Organization; and perform all other duties as designated by the governing
body and/or the Organization.
Section II: The Pride and Unity Committee Chairperson shall select additional committee members from the student body; organize and plan all social functions of the Organization for the student body; secure space and supplies for all such functions; advertise functions to all invited parties; develop and carry out ideas to foster school spirit; and perform all other duties as designated by the governing body and/or the Organization.
Section III: The Colloquium Committee Chairperson shall select additional committee members from the student body; work in conjunction with the Office of Academic Affairs in the development and planning of colloquia to be held for purposes of professional training of the student body; and perform all other duties as designated by the governing body and/or the Organization
Section IV: The Alumni Affiliates Committee Chairperson shall select additional committee members from the student body; work in conjunction with the Office of Admissions and Alumni Relations to establish and maintain communications between S.O.P.P. faculty and students, and its alumni; and perform all other duties as designated by the governing body and/or the Organization.
Article X - Amendments
Section I: The body of this constitution shall be changed only through formal amendment. All amendments to the constitution or bylaws are subject to the approval of the Office of the Dean.
Section II: All amendments shall be introduced for discussion in the general assembly.
Section III: Proposed amendments shall be approved for ratification by a simple majority of voting members present at the same meeting in which the amendment was introduced
Section IV: Ratification shall be accomplished by a simple majority of signatures of the entire membership of the general assembly within a period not to exceed one month after approval for ratification.
Section V: A petition for ratification shall be circulated at meetings of the general assembly and placed in the S.O.P.P. Student Lounge.
Section VI: Upon ratification the amendment shall become immediately effective.
Article XI - Bylaws
Section I: Quorum shall consist of a minimum of seven persons from the voting membership of the Organization.
Section II: Meetings of the general assembly shall be held bimonthly beginning in the Fall quarter at a time and place to be decided by the voting members.
Section III: Meetings of the officers and general assembly shall be conducted following the procedure outlined in Robert's Rule of Order Revised. The Co-Chairs, however, may suspend Robert's Rule of Order and conduct meetings with rules of the chair, subject to appeal.
Section IV: Officers, Committee chairs and Committee representatives shall attend all
scheduled meetings of the general assembly. In situations whereby the scheduled meetings conflict with class schedules or required practicum hours, absentee members shall contact the Chair or one of the Co-Chairs prior to the meeting and submit a written or c-mailed report of committee activities. Minimum attendance for Committee chairs and Committee representatives is to attend one meeting per quarter. Officers are allowed to miss a maximum of one meeting per quarter. Violation of the attendance policy is subject to review by the body of officers. The body of officers may establish procedures for expulsion and re-election of members.
Section V: Bylaws may be amended by a simple majority vote of the general assembly.
