Biographical
Information
Emmett
C. Orr, M.P.A.is
a graduate of the University of Southern California in 1978. Mr. Orr
joined the school in 1978 and has remained a strong element in the leadership
and administration since that time. He is currently the Executive Director
of the Ellis Institute for Human Development. He also holds the role
of the assistant dean for Administration, Support and Financial Services
which manages the fiscal and support activities related to the school's
training mission. During the past twenty-three years at Wright State
University, he has twice received the coveted President's Award
for Excellence. In 1988 he was the award recipient for excellence
in service and in 1998 he was recognized for leadership and excellence
in service from President Goldenberg. He was the lead administrator
who helped design and implement the first community-based health center
in the city of Dayton. This federally funded program formed the basis
upon which health maintenance organizations and managed care for health
services were built. He is an active member of several professional
organizations and societies and has a long and distinguished record
of volunteer service within the local community. He has been recognized
by Parity Inc. as one of the Top Ten African-American Males in Dayton.
The Alcohol, Drug Addiction and Mental Health Services (ADAMHS) Board
of Montgomery County has honored his many years of community service
by the establishment of the Emmett C. Orr Volunteer of the Year
Award. The Montgomery County, Ohio Commission named Mr. Orr the
"2001 Citizen of the Year."
