Vision

Wright State University’s institutional data are to be treated as a university-wide asset that will be readily available to support evidence-based decision-making and informed action.


Mission

In order to ensure accurate reporting and effective use of data for decision making, the Wright State University Data Governance Committee will manage the quality, consistency, usability, security, accessibility, and availability of institutional data.


Scope

The scope of the Data Governance Committee applies only to institutional data that are created, received, maintained or transmitted by Wright State University. (i.e., student registration, financial aid, human resources/payroll, institutional research, etc). Data generated by faculty or students for the purposes of individual academic research will not be subject to this Data Governance Committee.

The Data Governance Committee will cover both Dayton and Lake Campuses as well as additional off-site entities that create, receive, maintain or transmit institutional data.


Responsibilities

The Data Governance Committee is a cross functional group of people responsible for: the strategies, policies, standards, processes, metrics, reporting tools, education and technologies
required to manage fully the University’s institutional data; and ensuring the proper collection, storage, accuracy, protection, and reporting of institutional data.


Objectives

The Data Governance Committee will

  • Establish data stewards for each data element and confirm processes are in place to ensure data is being accurately recorded.
  • Create and oversee processes and procedures by which all external reports are reviewed for completeness and accuracy before they are released.
  • Work with stakeholders to assess the need for additional data elements and determine the best location for those elements to be stored.
  • Establish and maintain policies governing user access to institutional data that follow best practices and are compliant with federal and state regulations.
  • Adopt, communicate and oversee implementation of University-wide standards for data administration aspects of business processes, data definitions, data dictionaries, data warehouse elements and business intelligence tools.
  • Engage in priority-setting and policy setting as related to the above.
  • Recommend and coordinate structures and subcommittees to accomplish the charge and related tasks outlined above.

Principles

  • Institutional data is the property of Wright State University and shall be managed as a key asset.
  • Unnecessary duplication of institutional data is discouraged.
  • Quality standards for institutional data shall be defined and monitored.
  • Institutional data shall be protected.
  • Institutional data shall be accessible according to defined needs and roles.
  • Institutional metadata shall be recorded, managed, and utilized.
  • Institutional representatives will be held accountable to their roles and responsibilities.
  • Necessary maintenance of institutional data shall be defined.
  • Resolution of issues related to institutional data shall follow consistent processes

WSU Data Governance Roles

Data Governance Committee: Will consist of members from CaTS and IR, along with various data trustees or their designee, a faculty senate appointee, a representative from the Provost Office, and a College departmental representative.

Data Trustee(Chief Human Resource Officer, Registrar, VP for Enrollment, etc): A Data Trustee (Officer-level staff member) is from the Business or Operations area. Data Trustees are accountable for the security, privacy, data definitions, data quality and compliance to data management policies and standards for a specific data domain. They collaborate with other Trustees and the Data Governance Committee to define and approve data-related policies and procedures. Data Trustees typically delegate the day-to-day Data Governance responsibilities to Data Stewards within their organization.

Data Steward: Data Stewards are subject matter experts in their respective data domains and consult with and support business unit staff, and the Data Trustee in their day-to-day data management responsibilities. Some of the Data Stewards responsibilities are: defining data definitions, data security requirements, data privacy requirements, allowable values, and data quality requirements. Data Stewards are also responsible for monitoring compliance to WSU data management policies and standards, addressing data related issues and governing data belonging to their data domain. Data Stewards also play a critical role in certifying the quality of data for their specific business domain.

Data Custodian(IR, SIBI, CaTS): Data Custodians will execute approved access rights to data they oversee. In addition, Data Custodians implement controls to ensure the integrity, security, and privacy of institutional data. Data Stewards and Data Custodians work closely to ensure that their organization complies with the enterprise data management standards/policies and that critical data-related issues are escalated to the Data Governance Committee in a timely manner.

Data Reporter: College/department power users, Data Stewards, etc.: Their job requires them to access, manipulate, and analyze institutional data to provide information to decision makers.
