Director and Founder of Acquisition Logistics Engineering

Mr. Charles Coogan is director and founder of Acquisition Logistics Engineering, a specialty engineering firm emphasizing the integration of specialty engineering at the front end of the development process. Mr. Coogan's extensive background in DoD, NASA, and commercial systems analysis provides the basis for development and application of innovative approaches for dealing with needs of future systems.

Mr. Coogan has a wide range of experience in the fields of Systems Engineering, Design, and Logistics. He has a bachelor's and master's degree in mechanical engineering from Oklahoma State University, is a distinguished graduate of the Defense Systems Management College, and is a Certified Professional Logistician. He is a Fellow of SOLE - The International Society of Logistics.

His military experiences include pilot, advanced systems development engineer, aircraft modification engineer, system manager, and deputy program manager for logistics, Director of Acquisition Plans and Analysis for the Air Force Acquisition Logistics Division, and participant in the early studies for the formation of the Space Command.

His civilian assignments include Director of Logistics Research for Battelle Columbus Laboratories, and President of Acquisition Logistics Engineering. He has spent the last twenty-five years specializing in developing and applying methods to influence the design of systems to reduce operating and support burdens. He is the author of the draft U.S. Army Handbook, "Guide to LSA During Concept Exploration.”

He served as Chairman of SOLE - The International Society of Logistics Ad Hoc Committee on Re-Engineering Supportability, an international effort to streamline application of Supportability in the Government and commercial sectors. That Committee developed methods for accomplishing and metrics for measuring, Performance Based Supportability. He has successfully used Performance Based Supportability methods on several programs. Mr. Coogan developed the Front End Analysis process and has applied it to several programs to gain insights to major cost drivers. He has also led the Total Ownership Cost (TOC) analysis efforts for several major programs resulting in over $250 billion in cost reductions. Mr. Coogan has applied and is applying PBL on current programs, and has facilitated PBL workshops and seminars for The Navy and contractors.

Mr. Coogan's systems engineering approach to acquisition logistics has been successfully applied to systems of all sizes and degrees of complexity with consistently good results. His practical methods form the foundation of ALE's success.
