Education and Experience:   A BS in environmental health or an allied science field and a minimum of two years experience in the field of environmental compliance or hazardous materials management. Individual should be certified by the Institute of Hazardous Materials Management as a Certified Hazardous Materials Manager (CHMM) or complete such certification within 18 months of the date of hire. A minimum of 2 years experience in developing, implementing and directing compliance programs in hazardous waste management. Experience in interpreting and implementing regulations mandated by the EPA or other environmental health and safety regulatory body. The individual must possess excellent interpersonal communicative and analytical skills, be innovative and flexible, and be committed to customer service and diversity. Able to work independently, interpret data, perform mathematical computations (including algebra), and follow directions and policies. Individual must be comfortable with computers and have experience using Microsoft Excel, Word, PowerPoint, Access and email/Internet programs. The successful candidate must possess a valid Ohio driver’s license. The incumbent must successfully complete the Defensive Driving Course provided by the university within 6 months of hire. As a condition of hire, he/she must qualify medically to wear negative-pressure respirators and self-contained breathing apparatus (SCBA).

Preferred:  Previous experience in developing, implementing, training, or directing compliance programs in drinking water management and infectious waste management desired, but not mandatory. Residency near WSU to allow for a more rapid response for those emergency response activities that occur after hours. Formal courses in industrial hygiene and safety desired, but not mandatory.

Working Conditions:  Individual will be working with biological, chemical and physical (ionizing and non-ionizing radiation) agents in the course of daily duties and during emergency response. Will be required to wear air-purifying respirators and self-contained breathing apparatus (SCBA) as well as other personal protective equipment such as safety glasses, safety goggles, steel toed shoes, and gloves. The incumbent will periodically be on-call and respond to situations at the university when requested to do so by the director, his/her designee, WSU Police, Fairborn Fire Department or other administrative officials. The position encompasses a significant amount of physical labor. This includes, but not necessarily limited to, lifting of containers up to 65 pounds in weight, maneuvering drums and boxes of various waste materials weighing up to several hundred pounds by the use of both manual and mechanical equipment. The incumbent will also perform physical tasks in the clean-up and decontamination of hazardous materials and other tasks as they arise.


Position Description:  

Develop, implement, and maintain chemical and infectious waste compliance programs at the Dayton campus, Lake Campus, Cox Institute, Kettering Center, Wright State Research Park, Yellow Springs Family Clinic, and other WSU locations as needed. Programs will include those necessary to maintain compliance with applicable US Environmental Protection Agency (USEPA) and/or Ohio Environmental Protection Agency (OEPA) rules and regulations.

a. Meet and confer with the assistant director on the status of these programs.
b. Provide direct training of the student environmental compliance
technician in fulfilling assigned duties in this area.
c. Provide training to university staff as required by applicable environmental rules and as needed to provide efficient and compliant programs.
d. Serve as the point of contact and accompany personnel from regulatory
agencies on visits and/or inspections of our facilities and programs.
e. Prepare and submit all reports required by applicable regulatory agencies.
f. Prepare and maintain required documents required by USEPA/OEPA including, but not limited to, contingency planning, written training plan, and hazardous waste determination documentation.
g. Perform weekly collection of the university’s chemical and infectious waste. This includes segregating, commingling, transporting, and minimization of the university’s chemical and infectious waste streams as well as performing hazardous waste determination per EPA rules. Perform and maintain an accurate inventory of chemical and infectious waste generated by the university.
h. Manage the university orphan chemical program. This includes receipt, segregation, transport, and distribution of chemicals and maintenance of the inventory and other required records.
i. Review new and existing governmental rules and regulations for clarification of compliance requirements. Develop written university compliance plans. Research professional publications on environmental issues impacting the university.
 

Develop, implement and maintain programs commensurate with the responsibilities of the Department of Environmental Health and Safety and compliant with applicable USEPA and/or OEPA rules and regulations of the Safe Drinking Water Act for the university provided drinking water system.

a. Meet and confer with the assistant director on the status of these programs.
b. Provide direct training of the student environmental compliance
technician in fulfilling assigned duties in this area.
c. Responsible for the collection and submittal of water samples to certified laboratory for analysis as mandated by regulations of the USEPA/OEPA. This includes weekly bacterial samples and other annual samples for various chemical contamination.
d. Prepare and submit all reports required by applicable regulatory agencies.
e. Prepare and maintain required documents required by USEPA/OEPA including but not limited to sample and contingency plans. Coordination with Physical Plant Water treatment personnel required for the preparation and implementation of these documents.
f. Serve as the point of contact and accompany personnel from regulatory
agencies on visits and/or inspections of our facilities and programs.
g. Review new and existing governmental rules and regulations for clarification of compliance requirements. Develop written university compliance plans. Research professional publications on environmental issues impacting the university.
 

Provide service in hazardous material release investigation, cleanup, and remediation as well as emergency situations as requested by WSU Police or other responding entity.

a. Respond to hazardous materials releases or suspected releases and odors and, as needed, serve as the incident commander for those releases managed solely by EHS or otherwise assist in the cleanup activities from hazardous material releases.
b. Serve as project manager for hazardous material remediation efforts including serving as the point of contact and accompany personnel from regulatory agencies on site visits and meetings relative to hazardous remediation efforts.
c. Maintain certification in hazardous waste operations and emergency response.

Perform other miscellaneous activities.

a. Attend seminar(s) and/or training necessary to maintain certification in hazardous materials management. Attend professional meetings and maintain contact with other professionals at other university and colleges and other professional organizations.
b. Evaluate the need for training and attendance at seminars and meeting to
maintain and foster the professional abilities.
c. Support other departmental programs as assigned.
