Education and Experience:   A BS in environmental health or an allied science field and a minimum of two years experience in the field of environmental compliance or hazardous materials management. Individual should be certified by the Institute of Hazardous Materials Management as a Certified Hazardous Materials Manager (CHMM) or complete such certification within 18 months of the date of hire. A minimum of 2 years experience in interpreting and implementing regulations mandated by the EPA or other environmental health and safety regulatory body. The individual must possess excellent interpersonal communicative and analytical skills, be innovative and flexible, and be committed to customer service and diversity. Able to work independently, interpret data, perform mathematical computations (including algebra), and follow directions and policies. Individual must be comfortable with computers and have experience using Microsoft Excel, Word, PowerPoint, Access and email/Internet programs.  The successful candidate must possess a valid Ohio driver’s license. The incumbent must successfully complete the Defensive Driving Course provided by the university within 6 months of hire. As a condition of hire, he/she must qualify medically to wear negative-pressure respirators and self-contained breathing apparatus (SCBA).

Preferred:  Previous experience in developing, implementing, directing compliance programs in storm water management, air emissions management, underground storage tank management, or oil pollution prevention desired, but not mandatory. Residency near WSU will allow for a more rapid response for those emergency response activities that occur after hours. Formal courses in industrial hygiene and safety desired, but not mandatory.

Working Conditions: Individual will be working outdoors, in labs and research, in an office setting, or combination thereof. Individual must be highly service oriented, organized, and capable of working in a service environment handling multiple assignments. Individual will be working with biological, zoonotic, chemical, and physical (ionizing and non-ionizing radiation) agents in the course of daily duties and during emergency response. Will be required to wear air-purifying respirators and self-contained breathing apparatus (SCBA) as well as other personal protective equipment such as safety glasses, safety goggles, steel toed shoes, and gloves. The incumbent will periodically be on-call and respond to situations at the university when requested to do so by the director, his/her designee, WSU Police, Fairborn Fire Department or other administrative officials. This position requires occasional physical labor; including kneeling, crouching, and climbing stairs. This includes, but not necessarily limited to, lifting of containers up to 65 pounds in weight, maneuvering 55 gallon drums and boxes of various waste materials weighing up to several hundred pounds by the use of both manual and mechanical equipment. The incumbent will also perform physical tasks in the clean-up and decontamination of hazardous materials and other tasks as they arise. Individual will be required to complete a WSU Medical Questionnaire and be enrolled in the WSU Occupational Health Program. Individual must be capable of driving a vehicle, or university owned vehicles, while performing EHS duties. Individual must have the ability to climb ladders and enter confined spaces where required.


Position Description:  

Develop, implement, and maintain the storm water management program at the Dayton campus and other off site campus locations as required by the National Pollution Discharge and Elimination System requirements of the Clean Water Act. Program elements shall include those necessary to maintain compliance with applicable US Environmental Protection Agency (USEPA) and/or Ohio Environmental Protection Agency (OEPA) rules and regulations.

a. Meet and confer with the assistant director on the status of these programs.
b. Provide direct training of the student environmental compliance
technician in fulfilling assigned duties in this area.
c. Provide training to university staff as required by applicable environmental rules and as needed to provide efficient and compliant programs.
d. Serve as the point of contact and accompany personnel from regulatory
agencies on visits and/or inspections of our facilities and programs.
e. Prepare and submit all reports required by applicable regulatory agencies.
f. Prepare and maintain required documents required by USEPA/OEPA including, but not limited to, permits and written storm water management programs.
g. Ensure all aspects of the university’s permit for storm water discharge are met.
h. Develop and implement procedures for the procurement and execution of constriction storm water permits by contractors providing service to the university as required by USEPA/OEPA.
i. Review new and existing governmental rules and regulations for clarification of compliance requirements. Review new and existing best management practices for the implementation of the minimum control measures required by the university’s’ NPDES permit.
j. Develop written university compliance policies and plans. Research professional publications on storm water management issues impacting the university.

Program elements shall include those necessary to maintain compliance with applicable US Environmental Protection Agency (USEPA) and/or Ohio Environmental Protection Agency (OEPA) rules and regulations.

a. Meet and confer with the assistant director on the status of these programs.
b. Provide direct training of the student environmental compliance
technician in fulfilling assigned duties in this area.
c. Provide training to university staff as required by applicable environmental rules and as needed to provide efficient and compliant programs.
d. Serve as the point of contact and accompany personnel from regulatory
agencies on visits and/or inspections of our facilities and programs.
e. Prepare and submit all reports required by applicable regulatory agencies.
f. Prepare and maintain required documents required by USEPA/OEPA including, but not limited to permits.
g. Ensure all aspects of the university’s permits for air emissions are met.
h. Develop and implement procedures for the procurement and execution of air emission permits and work with permit holders to ensure all aspects of the university’s permits are met.
i. Review new and existing governmental rules and regulations for clarification of compliance requirements.
j. Develop written university compliance policies and plans. Research professional publications on air emission issues impacting the university.

Develop, implement, and maintain a Spill Prevention Control and Countermeasures Plan (SPCC) at the Dayton campus and other off site campus locations as required by the Oil Pollution Prevention Act.. Program elements shall include those necessary to maintain compliance with applicable US Environmental Protection Agency (USEPA) and/or Ohio Environmental Protection Agency (OEPA) rules and regulations.

a. Meet and confer with the assistant director on the status of these programs.
b. Provide direct training of the student environmental compliance
technician in fulfilling assigned duties in this area.
c. Provide training to university staff as required by applicable environmental rules and as needed to provide an efficient and compliant program.
d. Serve as the point of contact and accompany personnel from regulatory
agencies on visits and/or inspections of our facilities and programs.
e. Prepare and submit all reports required by applicable regulatory agencies.
f. Prepare and maintain required documents required by USEPA/OEPA including, but not limited to training records.
g. Work with affected departments to ensure all aspects of the university’s SPCC Plan is met.
h. Review new and existing governmental rules and regulations for clarification of compliance requirements.
i. Develop written university compliance policies and plans. Research professional publications on oil pollution prevention issues impacting the university.

Develop, implement, and maintain an underground storage tank program at the Dayton campus and other off site campus locations as required by the State Fire Marshal’s Bureau of Underground Storage Tank Regulations (BUSTR). Program elements shall include those necessary to maintain compliance with applicable BUSTR rules and regulations.

a. Meet and confer with the assistant director on the status of this program.
b. Provide direct training of the student environmental compliance
technician in fulfilling assigned duties in this area.
c. Provide training to university staff as required by applicable environmental rules and as needed to provide an efficient and compliant program.
d. Serve as the point of contact and accompany personnel from regulatory
agencies on visits and/or inspections of our facilities and programs.
e. Prepare and submit all reports required by applicable regulatory agencies.
f. Prepare and maintain required documents required by USEPA/OEPA including, but not limited to permits and training records.
g. Work with departments who own and operate BUSTR regulated tanks to ensure all aspects of BUSTR are met.
h. Review new and existing governmental rules and regulations for clarification of compliance requirements.
i. Develop written university compliance policies and plans. Research professional publications on air emission issues impacting the university.

Provide service in hazardous material release investigation, cleanup, and remediation as well as emergency situations as requested by WSU Police or other responding entity.

a. Respond to hazardous materials releases or suspected releases and odors and, as needed, serve as the incident commander for those releases managed solely by EHS or otherwise assist in the cleanup activities from hazardous material releases.
b. Serve as project manager for hazardous material remediation efforts including serving as the point of contact and accompany personnel from regulatory agencies on site visits and meetings relative to hazardous remediation efforts.
c. Maintain certification in hazardous waste operations and emergency response.

Perform other miscellaneous activities.

a. Attend seminar(s) and/or training necessary to maintain certification in hazardous materials management. Attend professional meetings and maintain contact with other professionals at other university and colleges and other professional organizations.
b. Support other departmental programs as assigned.
