Education and Experience:  Master's degree in related field; 2-3 years work experience in clinical service provision; administrative, leadership and teambuilding skills; 2-3 years experience in billing and clinical software applications and medical billing systems; excellent written and oral communications skills; in-depth working knowledge of HIPAA/MACSIS/Medicaid/CARF/ODMH/ODADAS; independent Licensure in Clinical Psychology, Psychiatry, Social Work, Nursing or Counseling; or as an independent Chemical Dependency Counselor.

Preferred: 2-3 years experience in clinical operations management; minimum of 5 years experience in performance & quality improvement and regulatory compliance monitoring CARF and/or JACHO compliance in the mental health and substance abuse treatment field.

Work location: Ellis Institute, downtown Dayton.


Position Description:  

Provides clinical operational leadership by creating teams to establish and maintain clinical systems, including the monitoring of clinical records to ensure that the Ellis Institute Clinics comply with all applicable standards of care. Oversees monthly Medicaid compliance audits to ensure accuracy and legitimacy of billed services. Able to develop, articulate, and obtain buy-in for a forward-looking vision of clinical operations at the Ellis Institute.

Oversees responses to all requests for protected healthcare information to ensure compliance with all HIPAA and other applicable regulations. Insures the conduct of routine performance improvement activities which meet all applicable CARF, ODMH, ODADAS, and ADAMHS Board standards and/or requirements. Responsible for the preparation and submission of all required reports to meet the above job duties and responsibilities.

Consults with and provides technical assistance in the development of needed Policies and Procedures related to the above job description. Assists in the development and maintenance of an Electronic Clinical and Billing Database system which can facilitate compliance with all regulatory standards.

Attends outside meetings and trainings surrounding clinical operational leadership, performance & quality improvement and regulatory compliance as mandated; oversees implementation of any additional requests and/or changes to current internal procedures. Directs Quality Assurance (QA) ad Utilization Review (UR) Audits.
