Consortium
agreements allow students to: (a) attend two schools, their home school
(their degree granting school) and a visiting school (another college/university)
during the same term; or, (b) attend one school, a visiting school, as
transient students for a given term, without having to reapply and process
financial aid at the visiting school. With a consortium agreement for
a given term, the home school views the courses taken by the student at
the visiting school as part of their enrollment status for financial aid
processing.
There
are two types of consortium agreements at WSU:
1.
Financial Aid Consortium Agreement
2.
Registrar Consortium Agreement, also known as Southern
Ohio Council of Higher Education (SOCHE) Cross Registration.
You can also find information about financial aid consortium agreements offered
by other schools (WSU as visiting school).
NOTE:
Students who are receiving financial aid and/or scholarships at WSU and
who are wanting to establish a consortium agreement are encouraged to
contact Michael Montag at WSU's Office of Financial Aid by phone at (937)
775-5721 or toll free at (877) 978-3243 at least five to six weeks prior
to the start of the quarter, and before registering for classes at the
visiting school with the assumption WSU aid will pay for the visiting
school's tuition and fees. The amount of aid initially awarded at WSU
can be reduced by taking classes at a visiting school as opposed to taking
classes at WSU alone. However, in most cases, by combining credit hours
from WSU and a visiting school through a consortium agreement, students
receive a larger amount of aid than they would without a consortium agreement.

WSU
Financial Aid Consortium Agreement
There
are two types of students who may benefit from a WSU Financial Aid Consortium
Agreement:
- Students who register for courses at both WSU (home school)
and a visiting school during the same term. Aid will be awarded
at WSU based upon the student's combined registered credit hours at
both schools. Students are responsible for making payments owed to the
visiting school to avoid registration cancellation. If the student's
aid at WSU exceeds their WSU fees, the Office of the Bursar will issue
the remaining aid to the student which in most cases will reimburse
the student for payment made out-of-pocket to the visit school.

Transient students who are not taking any courses at WSU (their
home school) but are registered for courses at a visiting school for
a given term. Aid will be awarded at WSU based on the student's cost
of attendance and enrollment status at the visiting school. WSU's Office
of Financial Aid will request that the Office of the Bursar send all
financial aid monies to either the visiting school's financial aid office
or cashiers office during WSU's regularly scheduled date for issuing
refunds to students. In most cases, the Office of the Bursar will not
be able to forward any financial aid monies to the visiting school prior
to that schools tuition fee payment deadline date. Therefore, it is
the student's responsibility to either make a payment by the visiting
school's scheduled fee payment due date or make special arrangements
with the visiting school to place a hold on registration until financial
aid monies can be forwarded from WSU to the visiting school.
Three
Steps to Complete a WSU Financial Aid Consortium Agreement:
To
start the consortium agreement process, students should schedule an appointment
with Michael Montag at WSU's Office of Financial Aid.
- Complete a Consortium Agreement Request
Form. In Section I, the student provides requested information, and
then signs the form agreeing to the responsibilities and conditions
of the consortium agreement. In Section II, the students' academic advisor
at WSU provides requested information, and then signs the form authorizing
the student to take courses at the visiting school. In place of completing
Section II, the advisor may write a letter on WSU letterhead providing
all required information. See Sample Advisor Letter (PDF).
- Obtain a copy of the student's bill and
registration from the visiting school showing the courses registered
at the visiting school and the tuition and fees charged by the visiting
school for the registered courses.
- Submit the documents outlined in steps
1 and 2 above to WSU's Office of Financial Aid at least three weeks
prior to the tuition and fee payment deadline for the term the consortium
agreement is needed. Paperwork can be submitted after this date, however
financial aid may be delayed and therefore unavailable to pay tuition
and fees by the fee payment deadline for any courses taken at WSU.
After
receiving the required documents, the WSU's Office of Financial Aid will
write and forward to the visiting school a Financial Aid Consortium Agreement.
It must be completed and returned by the visiting school to WSU's Office
of Financial Aid for final processing. WSU cannot release aid to the student
until it receives the completed agreement from the visiting school. After
the term is completed, it is the student's responsibility to complete
a Transcript Request Form obtained from the visiting school in order to
enable consortium classes to be transferred to WSU. The student's classes
at the visiting school will only transfer to WSU if a grade of C or better
was earned. The grades and credit hours will not count in determining
the student's grade point average at WSU.

Registrar
Consortium Agreement (SOCHE Cross Registration)
The
Registrar Consortium Agreement, known as Southern Ohio Council of Higher
Education (SOCHE) Cross Registration, is established through WSU's
Office of the Registrar. The type of student who may benefit from
this consortium agreement is one planning on registering for courses during
the same term at both WSU and a visiting school that is also a member
of the SOCHE Consortium Agreement. A student is encouraged to completely
understand the following six points of interest before deciding whether
the SOCHE Cross Registration is an option that meets his or her needs.
- Course(s) at the visiting school must
be needed for graduation, and must not be offered at WSU that same term
or the course(s) offered at WSU conflicts with the time and schedule
of other course(s) needed at WSU that same term.
- Credit hours registered at WSU must equal
or exceed the credit hours registered at the visiting school.
- Registration at most of the visiting schools
will not be permitted as a SOCHE Cross Registration student until a
specified date prior to the start of the term. At most schools that
are members of SOCHE, cross registration for a class is on a space available
basis after first priority goes to the schools own regularly enrolled
or continuing students. Contact the visiting school's Registrar's Office
to find the date WSU students can register as a SOCHE cross registration
student. If the class is closed when registration is open to WSU students,
the majority of the time the visiting school will not let the student
register for the class.
- Tuition and fees are paid to WSU only
and no tuition charge is paid to the visiting school for the course(s)
the student taking at the visiting school. The student pays WSU's tuition
rate for the credit hours taken at the visiting school, even though
the tuition rate at the visiting school may be less expensive. If the
student is taking full-time hours at WSU and the combined credit hours
at both WSU and the visiting school are 18 hours or less there may be
no charge for the course taken at the visiting school since WSU charges
a flat rate for tuition between 12-18 hours.
- WSU's Office of the Registrar adds a "dummy"
course (DMV) for the exact number of hours the student is taking at
the visiting school. This ensures the student's financial aid awards
will be based on the combined hours registered at both schools.
- SOCHE Cross Registration courses taken
at the visiting school will automatically transfer to WSU's Office of
the Registrar at the end of the term. Even a grade of D, F, or X will
transfer. The class will appear on the student's transcript as a WSU
course with a note next to it indicating it was a cross registration
course. The grade(s) and hours earned will figure in determining the
students WSU grade point average.
How
to Complete a Registrar Consortium Agreement (SOCHE Cross Registration):
To
learn more about SOCHE and to view a list of participating schools, visit
http://www.soche.org. A Cross Registration
Application can be printed from this Web site (click on "Student
Services," click on "Cross Registration," and then click
on "Frequently Asked Questions") or obtained from WSU's
Office of the Registrar. The process starts with the student completing
Sections 1, 2 and 3 of the Cross Registration Application. The application
then must be taken to the student's WSU academic advisor for signature
in Section 4. Likewise, the application then must be taken to WSU's
Office of the Registrar for signature in Section 4. Lastly,
the application is taken to the visiting school's Registrar's Office for
signature and for registration to be completed.

Financial
Aid Consortium Agreements Offered by Other Schools
When
WSU's Office of Financial Aid receives a consortium agreement from another
school (the student's home school) for a student enrolled at WSU as a
transient student or non-degree student, the Office of Financial Aid will
complete the agreement as the visiting school. The agreement will then
be returned to the student's home school by either fax or mail to the
address provided on the agreement. In this case, the student's home school
will be awarding the student financial aid.
WSU's
Office of the Bursar must receive payment for the quarter by the tuition
and fee payment deadline date or the student's classes will be cancelled
due to nonpayment. If the student's home school will be sending financial
aid monies directly to the student, the student must make payment to WSU's
Office of the Bursar by the fee payment due date to avoid registration
cancellation. Students can elect to participate in WSU's Student Installment
Payment Plan (SIPP) as a payment option. The student would need to make
the first installment payment by the due date. By the time the next installment
payment is due, the student's financial aid monies should have been received
by the student from their home school. Contact the Office
of the Bursar by phone at (937) 775-5650 for more information about
SIPP.
If
the student's home school is willing to send payment to WSU's Office of
the Bursar from the student's financial aid awards for the full amount
owed to WSU, a hold a can be placed on the student's registration until
such payment is received. In order to have the hold placed on the student's
registration, a letter from the home school must be sent to Michael Montag
at least one week prior to WSU's fee payment deadline for the quarter
to avoid registration cancellation. The letter must identify the student,
the dollar amount of the check to be sent, and the approximate date the
check would be mailed to WSU's Office of the Bursar. The letter can be

check along with a letter identifying the student and notation that the
