CUPA Staff

The Center for Urban and Public Affairs benefits from a very diverse and talented staff. Our staff are well trained in a variety of professional fields including planning, public administration, and business administration. We provide a broad range of social, economic, political, and geographical expertise for the Dayton metropolitan area, the state of Ohio, and the United States as a whole. The Center also offers workshops, retreats, conferences, and seminars to facilitate the exchange of information, and build consensus to solve problems particularly in the area of public policy issues, serving all sectors of the population.

Jane L. Dockery

Associate Director

Ms. Dockery obtained her M.B.A. from the University of South Dakota, AFIT. She has been with CUPA since 1990. Her areas of specialization include strategic planning, focus group methodology and facilitation; program evaluation, micro-level health care and economic development research, especially focusing on strategic change in each of those industries. She also teaches courses on Economic Analysis of Neighborhoods and Regions, Urban Economic Development, High Performance Work Places and Work Teams.

Jack L. Dustin

Director of the Center for Urban and Public Affairs and Chair and Associate Professor, Urban Affairs and Geography

Dr. Dustin graduated from University of Delaware in 1991. He specializes in neighborhood and community development corporations, community planning, urban policy; and program evaluation. Dr. Dustin is chair of the Department of Urban Affairs and Geography, as well as the director of the Center for Urban and Public Affairs (CUPA). He also directed the COPC program; wrote the evaluation plan for the Dayton Hope VI HUD application; directed a comprehensive plan for Dayton Parks and Recreation; sits on the Community Reinvestment Board for Fifth Third Bank, the Ohio Board of Regents Advisory Committee for the Urban University Program, and a review panel for a Neighborhood Reinvestment Corporation assessment of St. Mary CDC and for the CountyCorp affordable housing development plan.

Ariel H. Walker

Research Associate I

Mrs. Walker holds a Master of Public Administration and a Bachelor of Arts in Political Science from the University of Dayton. She joined CUPA in March of 2006. Her primary responsibilities include contract research with a focus on community resource and needs assessment, large and small group facilitation, and grantwriting.

Carol M. Hooker

Research/GIS Data Analyst

Ms. Hooker holds a Master of Urban Administration (now Public Administration) and a Bachelor of Science in Urban Affairs from Wright State University, and an Associate of Applied Science in Architectural Technologies. Her primary responsibilities include coordination of GIS and data management activities, creating and maintaining databases for CUPA to be used in local, regional, and statewide projects. Ms. Hooker also analyzes statistical data and prepares technical reports, and oversees software and hardware upgrades and maintenance.

Patricia D. Jones

Project Outreach Coordinator

Ms. Jones holds a Master of Urban Administration (now Public Administration) from Wright State University and a Bachelor of Science in Business Administration from Bowling Green State University. She is Director of Summerbridge Dayton, a year-round outreach program for Dayton Public middle school students. Summerbridge Dayton is a unique academic enrichment program designed to prepare middle school students to enter and succeed in college preparatory high schools while providing an opportunity for college students to fully experience teaching.

T. David Jones

Research Associate I

Mr. Jones graduated with an M.P.A. in June, 2003 from Wright State University. He joined CUPA in October, 1999 as a Student Research Assistant and is currently the Director of the CUPA Research Lab. His current activities include survey design and implementation, statistical analysis, data analysis, report writing, meeting facilitation, and supervisor of the student telephone interviewers.

Dana Peck

Ms. Peck graduated with an M.P.A. from Wright State University. She is responsible for overseeing the day to day operations of the Center and maintaining the the Center's many budget accounts.
