Why both standards and guidelines?
Based on federal standards (Section 508 of the Rehabilitation Act), Wright States Web accessibility standards carry more legal weight than the guidelines. The standards cover specific technical requirements to ensure that Web pages are at least minimally accessible by people with disabilities.
Dont discount the guidelines, though. Based on the World Wide Web Consortiums Web Accessibility Initiative, the guidelines help you make Web pages more than minimally accessible. Instead of specific techniques, the guidelines describe general design criteria.
