CTL Policy #703: International Videotape Standards Conversion

- The process for converting VHS tapes formatted with international videotape standards such as PAL, N-PAL, M-PAL, SECAM, and MESECAM to NTSC standard or converting from any supported format (see the Supported Audio and Video Media Formats Operational Procedure) to a VHS video tape recorded in an international standard.

- Inform the client submitting the request of the following:
- The CTL will not make duplications on media provided by clients as these materials could cause equipment damage. The client MUST purchase professional-grade media from the CTL.
- The CTL only duplicate materials that are university-related. Personal programs (e.g. weddings, birthday parties, vacations, etc.) will not be duplicated.
- The CTL may refuse to duplicate old or defective media as these materials could cause equipment damage. CTL engineering staff will make this determination. The CTL also assumes no responsibility for any damage by CTL machines.
- The CTL will not duplicate copyrighted programs without written authorization from the copyright holder(s). The CTL will convert a single videotape formatted with an international standard other than NTSC. HOWEVER, the CTL will retain the original tape for one week (for client to verify that the copy is good) and then destroy it unless written authorization from the copyright holder(s) accompanies the request.
- The CTL will only convert from VHS tapes when recorded in an international standard or to VHS tapes when conversion from NTSC to an international standard is required. Please refer the client to the self-serve duplication station in the Educational Resource Center (ERC) in Allyn Hall for international conversions of 8MM tapes.
- Turnaround time is typically a minimum of 5 working days but may be longer due to project specifics and other operational conditions.
- The CTL will only make one conversion to or from an international standard per tape, per request. In the event that a conversion is made from an international standard and additional copies are required the first copy is considered the alternative format master and all subsequent duplications will be made from the alternative format master and subject to the quantity limitations imposed by that format as referenced in the table under item 1 of the Supported Audio and Video Media Formats Operational Procedure.
- Once the conditions in (1) have been met, a CTL Engineering Services Request form is filled out with all required client and project information. CTL Engineering Services Request forms are available in the CTL main office area.
- The CTL Engineering Services Request form is securely attached to the materials, and placed in the “To TVC” box located in the CTL main office area. The CTL Engineering staff will check this box on a daily basis.
- Once the CTL Engineering staff has completed the job, they will securely re-attach the CTL Engineering Services Request form to the materials, and place the job in the “From TVC” box located in the CTL main office area. The CTL Front Office staff will check this box on a daily basis.
- The CTL Front Office staff will retrieve the job from the “From TVC” box and put each duplication (accompanied with two blank labels) in a suitable container.
- Once the copies have been labeled and boxed, the CTL Front Office staff will either deliver the materials to the client or call the client for pickup according to the box (“Hold/Review” or “Deliver”) that has been checked on the CTL Engineering Services Request form. The materials are placed in the “Client Pickup” box if the job is being held for pickup.
- Once the materials have been delivered or picked up, copies of all request forms, production forms, service agreements, copyright clearances, talent releases, etc. are submitted to the front office for billing (if necessary) and filing. There is a charge for all materials unless otherwise indicated on the appropriate CTL request form.
