to Document ] Request to Change Residency StatusThe Ohio Board of Regents' Residency Rule 3333-1-10 determines who can be considered an Ohio resident and cites specific exceptions to the general rules. Students classified as residents receive the benefit of a state-supported education, funded largely by the taxpayers of Ohio. It is the intent of this rule to exclude from residency individuals who are in Ohio primarily for educational purposes. To qualify for Ohio residency for tuition purposes, a person is expected to have acted as a citizen of Ohio in every way by living in Ohio no less than 12 consecutive months immediately preceding enrollment, voting in Ohio elections, registering his/her car in Ohio, obtaining an Ohio driver's license (or state of Ohio I.D. for nondrivers), and meeting tax obligations by filing Ohio tax returns as required. All of these requirements must be met by the first day of the quarter in which a student qualifies as a resident. Students who have not lived in Ohio for 12 months may qualify under certain exceptions explained in the section titled "Ways to Qualify". At Wright State University, a student's classification of residency is determined during processing of the admission application. Students will be considered nonresidents if: they have not lived in Ohio for 12 consecutive months at the time their application for admission is received; this includes attending a school outside of Ohio prior to being admitted; or they leave the residency information blank on the admissions application. A student classified as a nonresident may apply for residency by completing this application and providing all required documentation to the Office of the Registrar. Submission of documentation is required in order for a residency application to be considered and does not guarantee approval of residency. Once the application and documentation are received, the application will be reviewed and a decision will be made in accordance with the Ohio Board of Regents' Residency Rule 3333-1-10 (F) (6). Application materials and required documentation should be submitted at least four weeks before the quarter in which a student attempts to qualify for residency. Most students' academic fees are due prior to the first day of the quarter, so a student should apply as early as possible. Residency applications and documentation received after the first day of the quarter will be considered for future quarters. If a student's fees are due before the application materials are submitted, a student may prevent the cancellation of his or her registration by either paying the entire bill or signing an installment contract with the Office of the Bursar and paying the first installment based on the nonresident fees. If the student has a financial aid award pending, the student may contact the Office of Financial Aid for possible assistance. If it is determined that a student is not eligible for residency, the student will be responsible for either paying the nonresident fees or for withdrawing during the 100 percent refund period (through the seventh calendar day of the quarter or summer quarter equivalent). If the student qualifies for residency, the student's account will be adjusted to reflect in-state tuition rates. According to Ohio Board of Regents' Residency Rule 3333-1-10, Wright State University cannot grant residency status retroactively. (F) (5). |
