      • Ms. Harvey distributed a list of all the marketing the communications projects that the division has and will continue to support in the coming year. Increased activities are expected during this anniversary year which may affect admissions, enrollment, branding and hits on the website. Marketing and communications are helping build greater awareness and marketing consistency.

    4. Building and Grounds Committee

Mr. Adams, chair, reported on the committee meeting of September 7, 2007.

      1. Capital Plan

        RESOLUTION 08-9

RESOLVED that the Capital Improvements Plan for the period 2009-2014 as submitted to this meeting be, and the same hereby is approved.

Mr. Adams motioned for approval. Mr. Young seconded, and the resolution was unanimously approved by roll call vote.

        • Mr. Dan Papay, university engineer, discussed the current construction projects. Budget parameters, change orders and time extensions were discussed for the major construction projects. The Student Union Renovation should be complete September 20, 2007; the Matthew O. Diggs III Laboratory for Life Science Research is in the final stages of construction with estimated completion in October 2007; the Brehm Lab Renovation is complete, classes met this week in the new lecture hall and science labs will be held in the new lab spaces next week; Rike Hall Renovation Phase I, the classrooms, labs and student areas is complete; the White Hall Renovation is in the early stage of construction with demolition partially complete.

Ms. Vicky Davidson, associate vice president, Facilities Planning and Development, briefly discussed the major projects in planning. The Oelman Hall Rehabilitation design continues; Bio Sci II Rehabilitation construction documents are complete, currently undergoing review for fall bidding; the Lake Campus project design development continues; fourteen architectural firms submitted proposals for the Simulation Emergency Patient Facility, a short list will be developed for interviewing in late September.

        • The committee adjourned to tour the Student Union renovation and the Rike Hall renovation projects.
    5. Finance and Audit Committee

Mr. Nevin, chair, reported on the committee meeting of September 7, 2007.

      • Mr. Obyc introduced Crowe Chizek LLC as Wright State’s new auditors for the next five years. He reviewed the bulleted handout and where the FY2007 audit currently stands. There are no foreseeable problems with the audit and hope to be completed by October 15.

Consistent with past practice, the committee had a private session with the Crowe Chizek auditors to discuss information provided.

      • Mr. Ralston reviewed the university’s expenditures of $250,000-$499,999. No action by the committee was required.
      • Mr. Ulliman shared the university’s investment reports for May, June and July.
      • The capital plan is a six year plan, divided into state funded and locally funded projects. Local funds might include university operating funds, gifts, or grants. While the state demands a six year plan, the request for state funding for the first two years is especially important, since this portion would be addressed in the next state capital bill. Our priority for state funding in this first biennium is the completion of the science project. The small amount of remaining state funds would be used for upgrades for auditoria and classrooms and to plan a renovation of the Medical Sciences Building. State funding in the second biennium would be used for the Medical Sciences Building project, the rehabilitation of the wing connecting Allyn and Millett, a possible new academic support building, and planning funds for the expansion of CAC.

Local funds would be used for the Student Union entry, the next phase of the Campus Master Plan, and the CAC project, as well as several smaller projects.

      • Vice President’s Report:

Summer Quarter enrollments exceeded last summer’s figures by 2.6% in headcount and by 1.7% in credit hours. These are final “14th day” numbers. Fall quarter also appears to be up, based on first day comparisons to first day last year. We were up 1.7% in headcount and by 2.3% in credit hours. In both terms, Dayton campus increases were larger than these figures. Lake Campus numbers continue to decline.

Parking concerns are being addressed by constructing a new lot near the Student Union and Russ Engineering and by improving the shuttle service from Lot 20. Spaces will be recovered near Diggs Research Lab when that project is completed in late October. The campus seemed satisfied by the parking situation during the first week of class, always the most difficult parking situation of the year.

Dr. Filipic reviewed a draft report prepared by Bearing Point suggesting next steps to improve our administrative systems in key areas including grants management, HR/payroll, financial aid, and other student systems. The draft is now being reviewed by affected offices. Upon completion of the review, we will use the report as an agenda for improvements in the coming year.

At the request of former Faculty President and current Lake Campus Dean Jim Sayer, we studied the pattern of recent faculty retirements and projected future retirements. Our best estimate is that retirements over the next several years will be similar to the numbers of the past two years or so – numbers that proved to be manageable. The data suggest that a few departments are especially vulnerable to large numbers of layoffs. We will use this data in our planning.

Dr. FIlipic reported that the department is beginning to develop a list of efficiency projects for the coming year. Energy savings and continued use of our new approach to purchasing for different commodities and services will be on the list.

Governor Strickland announced a new University System of Ohio, which proposes a greater emphasis on a state effort to ensure that the missions of individual colleges and universities are consistent with state needs. We do not believe that the state feels a need to change our mission. Chancellor Fingerhut seemed impressed by his July visit here and has used Wright State as a positive example in several meetings since.

Chancellor Fingerhut has proposed some substantial reallocations in the budget that was recently adopted to permit even more funding for the new Ohio Research Scholars Program – a goal we share. However, some of the items proposed for elimination to permit this increase have proven to be very valuable to us. The Chancellor’s proposal is being modified in ways that seem sounder. We will need to remain sensitive to these proposals in Columbus.

We are using the authority to enter into capital leases to finance the replacement of the campus core network and the acquisition of three new buses for Parking and Transportation.

    6. Student Affairs Committee

Mrs. King, chair, reported on the committee meeting of September 7, 2007.

      • Vice-President’s Report

Dr. Dan Abrahamowicz, vice president for Student Affairs, gave several updates:

The annual Student Employment Job Fair was held on August 17, 2007. More students are seeking university employment as evidenced by a 20% increase in participation with over 600 students attending. There were 300 jobs available from over 40 departments on campus.

The Move In Weekend and Welcome Week were a great success. The Pathways program had its largest attendance ever and 1,260 students took part in Freshman Convocation. Christopher Gardner, whose life story was the subject of the movie “The Pursuit of Happyness”, will be speaking on September 10, 2007 as part of the Welcome Week celebration and is expected to draw a large crowd.

Ms. Kathy Morris, associate vice president for Student Affairs, reported that the Student Union remodeling is nearing completion and will be formally re-opened with a dedication in conjunction with the Presidential Inauguration. Plans are also on track for remodeling the President’s Dining Room.

Ms. Carolyn Smith, the executive assistant to the vice president and the recording secretary for the Student Affairs Committee Board of Trustees, will be retiring on September 30, 2007 after 30 years of service at Wright State University. Her efforts are greatly appreciated and she will be missed.

      • Student Government Report

Mr. T.J. Hufford, Student Government president, and Ms. Paulina Zoltowski, Student Government vice president, distributed the Student Government 2007-2008 Agenda and highlighted their current focus. Working on approachability on campus, they have planned a “meet and greet” for fall as well as spring quarter to connect Student Government with the students.

Working in conjunction with the Indian Student Organization, Student Government is helping to find furniture and other household item for 52 international students who are in need of apartment furnishings. They will be coordinating pickup and delivery of the donated items to these residents of university housing.

There also was discussion as to why these students were displaced from off campus apartments. Area landlords have begun to enforce Ohio Tenant Law that requires renters to document social security numbers and proof of $25,000 in income. International students are at a disadvantage regarding these requirements upon their arrival in Dayton. Residence Services, UCIE, and the Indian Student Association, have collaborated to secure university housing for them.

      • Faculty Representative Update

Dr. Maher Amer, Wright State University Faculty representative, presented the findings of the faculty senate committee that has been investigating adopting a plus/minus scale for grades. Students, staff and faculty are in agreement to retain the current 4 point university grading scale.

Wright State is providing space for the Honor Society of Metropolitan Dayton to host 80 Dayton area high school juniors and seniors for a weekly seminar on various academic and professional topics. These are students being exposed to higher education with the hope of encouraging their decision to attend college and subsequently graduate.

      • Updates

Dr. Robert Rando and Mr. Gary Dickstein outlined the collaborative approach that Counseling and Wellness and Judicial Affairs take to address the needs of students with emotional and psychological concerns. Working with faculty and staff in dealing with the behavior of disturbing or disruptive students, they have also created a guide for understanding and identifying these patterns of behavior. The guide serves as a resource for whom to call and what steps to take to respond to the student. They are in the process of educating and informing the campus community with this information.

Chief Simone Polk provided an overview of the campus emergency response process and the resources available to deal with various threats to safety and security. The process was recently tested by the bomb threat that the Student Union received on the first day of class. Following protocol, the emergency responders and various key personnel were able to effect a complete evacuation of the Union in two minutes time. It turned out that the threat was a hoax.

Dr. Dan Bertsos, director of Residence Services, gave an update on the changes in the residence community. Hawthorn Hall underwent a major refurbishment with new furniture, carpet, bathrooms and remodeled staff apartments. Bathrooms were completely renovated in Hamilton Hall to improve ADA accessibility, security and functionality. New sinks, toilets, mirrors and garbage disposals were incorporated into the redesigned space.

In response to concerns about safety and access, the Woods community is being reconfigured to provide gathering space for students to congregate. With the proposed redirection of traffic and the addition of pavers and seating, the “Clearing in the Woods” will create an environment students can use for informal gathering or formal programs. This is an ongoing project that will extend over the next year and includes the introduction of Student Patrol Officers to aid in foot patrols of the area. In addition, Wright State University police officers will be educating students on personal safety and awareness and “adopting” a residence hall as their own to foster Community Policing.

    7. Student Trustees’ Report

Mr. James Borchers is on military duty this quarter. There was no report.

    8. Faculty President’s Report
      • Dr. Tom Sudkamp stated that the 2007-2008 academic year has just begun and with that the opening event was the new faculty retreat sponsored by the Center for Teaching and Learning. There are over50 new faculty members on board this year with the vast majority of them attended the retreat.
      • The first faculty senate meeting is scheduled for next week. Some of the items on the agenda are as follows:
      • Last year Faculty Senate passed a resolution requesting additional parking on campus and the development of a long term plan to address the parking issue. Thank you to the administration for the effort of the expansion.
      • Availability and suitability of classrooms is another concern of the faculty. The situation was exasperated with the renovation of Rike Hall last year, but even before that the classroom situation was very tight. Busing of students has not been done this year but we are using rooms that are designed for meetings, conference rooms and laboratories. This year we will have new software on line to help improve the room utilization.
      • At the final faculty senate meeting last year, Bill Sellers from Research and Sponsored Programs brought forward a new policy for research misconduct. The motivation for this policy came from new regulations that were promulgated by NIH. Several faculty members in the School of Medicine expressed concern about the policy. A meeting with Dr. Jack Bantle, Dr. Rudy Fichtenbaum, and the medical representative to review the policy. It is our hope that having a joint group look over this policy that they will be to produce a document that will be favorable to all three constituents and that the Faculty Senate will be able to act on it quickly.
