WHEREAS, maintaining scientific and technological leadership is essential to our nation's economic growth, national security and a productive future for our children; and

WHEREAS, Ohio Ð and the nation as a whole Ð is facing a critical talent gap in science, technology, engineering and mathematics (the ÒSTEMÓ disciplines); and

WHEREAS, despite the fact that an increasing percentage of jobs require some level of postsecondary education, Ohio ranks well below the national average for college participation and degree attainment; and

WHEREAS, the evidence clearly shows that students who complete a rigorous core curriculum in high school have more choices and greater opportunities, and are more likely to enroll in college and earn degrees, regardless of gender, family income, race or prior level of achievement; and

WHEREAS, to close Òthe talent gap,Ó Ohio must improve math and science education in our public schools and inspire more of our high school graduates to pursue careers in science, technology, engineering and mathematics fields; and

WHEREAS, legislation has been introduced in the Ohio General Assembly to implement the ÒOhio CoreÓ proposal, which calls for all Ohio high school students to complete a rigorous core curriculum, with a special emphasis on higher-level science and mathematics courses; and

WHEREAS, many other states are moving forward with plans to implement the concept of a rigorous core curriculum in their high schools; now

THEREFORE, BE IT RESOLVED, on this 29th day of September, 2006, that the Wright State University Board of Trustees supports the passage of Ohio Core legislation by the Ohio General Assembly.

IX. REPORTS OF THE COMMITTEES OF THE BOARD

  1. Academic Affairs Committee

Mr. Nevin reported on the committee meeting of September 15, 2006.

    • Report of the Provost

The Management Information Systems Bachelors of Science in Business has been accredited by the Accreditation Board for Engineering and Technology (ABET) through September 2008. Currently, we are the only college of business in the state of Ohio to achieve this distinction and one of a handful in the country.

The name of the Department of Marketing has been changed to the Department of Marketing and International Business.

The name of the Department of Geological Sciences has been changed to the Department of Earth and Environmental Sciences.

Three candidates for the vice president for research and graduate studies have been invited for campus interviews during the period September 20-28.

The provost search is underway and several strong candidates have been confirmed. Expectation is that campus interviews will be conducted during the period October 30-November 9.

Effective September 1, 2006, daytaOhio moved into their new location, 280 Joshi Research Center.

    • National Model: Engineering Math Education

Dr. Bor Jang, dean of the College of Engineering and Computer Science, and Dr. Nathan Klingbeil, associate professor of the Department of Mechanical Engineering and 2005 Ohio Professor of the Year, gave a presentation on the National Model/Engineering Math Education program which recently was funded by an NSF Grant in the amount of $500,000.

The Wright State approach began with the development of a novel freshman-level engineering mathematics course (EGR 101). The course objective is to increase student retention, motivation, and success in engineering through an application-oriented, hands-on introduction to engineering mathematics. The course replaces traditional mathematics prerequisites for a number of core sophomore-level engineering courses. The result will shift the traditional emphasis on math prerequisites to an emphasis on engineering motivation for math, with a just-in-time structuring of the remaining math sequence. Using an application-oriented, hands-on approach, the course addresses only the salient math topics actually used in a variety of core engineering courses.

In addition, Dr. Klingbeil reported that the College of Science and Mathematics recently received funding from NSF for their grant, ÒSTEP: Gateway into First-Year STEM Curricula: A Community College/University Collaboration Promoting Retention and Articulation.Ó The proposal was funded in the amount of $2,000,000Ñfive years of funding.

    • Federal Commission Report on the Future of Higher Education

Provost David Hopkins discussed the draft report released by the Federal Commission on the Future of Higher Education. In August, members of a special federal commission on higher education voted to approve the final draft of a report to Margaret Spellings, the secretary of education. Spellings established the Commission on the Future of Higher Education in September 2005 and charged it with creating a "comprehensive national strategy" for postsecondary education in this country. Composed of 19 national leaders, the commission met a number of times around the country to hear perspectives and proposals from a range of policy makers and other experts about important issues confronting higher education. The final draft contains a number of recommendations that cover such topics as the value of higher education, student access to college, cost and affordability, financial aid, and institutional accountability. There are three areas of focus in the draft report: (1) access; (2) accountability; and (3) transparency.

Dr. Hopkins expects the report to change the landscape of higher education. While Wright State is already addressing many of the concerns, the university will aggressively respond, as the report raises important issues that we cannot afford to ignore.

    • Student Success Plan

Dr. Lillie Howard, vice president for Curriculum and Instruction and dean of University College, reported that Wright State University, University of Dayton, University of Cincinnati, and Sinclair Community will host a southwest Ohio regional conference on accountability in higher education at Wright State on September 22, 2006.

The conference, sponsored by the Ohio Board of Regents, will include: presentations on ways to document student learning and writing; comments by State Representative Arlene Setzer on the importance of the student success plan; student success plan models from Bowling Green State University, University of Dayton, and Wright State University; and group discussions on how to further document student learning at both public and private institutions with diverse missions. The Regents have asked each state institution of higher education in Ohio to develop and implement its own Student Success Plan.

The Wright State event is one of four regional conferences throughout Ohio that is an outgrowth of a June Conference on Higher Learning Accountability and Performance in Higher Education that was arranged by the Ohio Board of Regents.

Dr. Charles Taylor, dean of the College of Liberal Arts (CoLA), stated that Liberal Arts is the largest college on campus. His vision of philanthropy for CoLA includes renovation of the creative arts center, including festival playhouse, the concert hall and the art gallery. With all the different venues working together to better the college, he hopes to develop a dean's program fund with a $5 million endowment. With these monies, he plans to promote international study programs for the students, create more scholarships and bring more international students to WSU, and increase connections between BRAC and daytaOhio with the college.

    • Alumni Association Report

Dr. Gary LeRoy, president of the Alumni Association, reported that the July meeting of the Alumni Association Board of Directors was held at Lake Campus. Many of the members enjoyed visiting the campus for the first time. The Alumni Association's float also participated in the Fairborn's 4th of July and the Dayton Air Show parades.

Ms. Susan Smith, executive director, Alumni Relations, stated that this year, alumni will be focused on helping with recruiting students. Alumni are being asked to write letters to potential students and WSU Alumni Association will be hosting receptions for alumni and potential students. An active schedule of alumni gatherings beyond the Miami Valley is also planned.

    • Development Initiatives

Mr. Robert Copeland, associate vice president for Development, stated that four Executive Perks breakfasts have been held to acquaint more local business leaders with campus programs. Corporate Appeal, which is volunteer driven, and this year chaired by Larry Klaben, raised $197,000, exceeding its goal. The Campus Scholarship and Innovation Campaign, which is the faculty and staff fund raising drive, was very successful and reached $308,000, a record for this initiative.

Several personnel promotions within the division have occurred, including Ms. Nan-c Moss's appointment as the director of Development for the College of Liberal Arts, and Ms. Colleen Lampton-Brill's promotion to director of Corporate and Foundation Relations. Searches are underway to fill the Annual Giving directorship and the director of Development for Raj Soin College of Business.

Mrs. Marcia Muller reported that campaign commitments now exceed $109.2 million. She highlighted several significant gifts that have been received. A fund raising feasibility study will be undertaken over the next six months on behalf of four capital projects by the Thomas Conway Company.

The Foundation adopted a new strategic plan in June 2006. Its three goals include increasing assets, managing assets for maximum growth and matching fund raising with university strategic goals. A more detailed implementation plan is being developed.

The Foundation's Investment and Executive Committees have approved the investment of $1 million in the Dayton Economic Development Coalition Venture Fund III for the Governor's Third Frontier Signature Program.

Mrs. Muller announced that Ms. Denise Thomas-Hoskins and Ms. Micki Stamps of the Advancement Division have been selected to receive WSU President's Excellence Awards for Leadership and Service respectively. Mr. Adams, chair, reported on the committee meeting of September 15, 2006.

    • Oelman Hall, Bio Sci II and Lake Campus

Four capital projects are in the phase of architect selection.

Ms. Vicky Davidson informed the committee that numerous submissions were received for the Oelman Hall, Bio Sci II and Lake Campus projects. For each of these projects, three architectural teams were short-listed and interviewed. During the previous two weeks, selection committees comprised of representatives from Facilities Planning and Development, Engineering and Construction, and the end users attended presentations from the firms. The firm of Levin-Porter Associates was selected for the Oelman Hall project and Baxter Hodell Donnelly Preston Inc. (BHDP) was selected for the Bio Sci II project. Interviews were conducted for the Lake Campus project with the architect to be selected next week. Subsequent to the meeting, the firm of Richard Fleischman + Partners Architects, Inc. was chosen to design the Lake Campus project.

Mr. Mike Schulze announced that an additional contract has been signed with Champlin Haupt for the renovation to the existing F.A. White Hall.

    • Construction Budget vs. Actual Expenditures

Ms. Davidson distributed an outline depicting the process flow of a capital project.

  4. Finance and Audit Committee

Mr. Nevin, chair, reported on the committee meeting of September 15, 2006.

    • Mr. Stover of PricewaterhouseCoopers reviewed the results of the FY2006 audit being performed by PricewaterhouseCoopers. He reviewed the handout and where the audit currently stands. This is the first year in which financial statements are being prepared from a new system. As a result, the process is taking more time than it has in the past. There are no foreseeable problems with the audit.

    • Consistent with past practice, the committee had a private session with the PWC auditors to discuss information provided.

    • Mr. Sherbet and Mr. Doering discussed the proposed change in the university's investment policy and assured the committee that the change would involve only conservative investments in derivatives. To maintain a close watch on these investments, the committee decided to sunset the policy change on June 30, 2007.

      1. Investment Policy - Limited Use of Derivatives

        RESOLUTION 07-9

WHEREAS, the university has a current investment policy for its non-endowment fund investments that is designed to maximize returns while maintaining an acceptable level of risk and the ability to meet cash flow needs, and

WHEREAS, the university in conjunction with its external consultant has performed a review of this policy for the purpose of providing opportunities to enhance potential returns and providing additional clarification in language, and

WHEREAS, the university has identified certain modifications to the investment policy as described in the attached exhibit A that it believes will provide these enhancements, therefore be it

RESOLVED that the attached non-endowment funds investment policy dated August 17, 2006 as amended in this meeting be approved: and be it further

RESOLVED that this resolution supercedes Resolution 05-18.

Mr. Nevin moved for adoption. Mrs. King seconded, and the resolution was unanimously approved by roll call vote.

    • Mr. Keith Ralston reviewed the university's expenditures of $250,000-$499,999. No action by the committee was required.

    • Mr. Ralston reviewed the Savings, Reallocations and Efficiencies Initiatives Summary for 2006-07. The report outlined various Administrative and Operating Initiatives as well as College and Academic Unit Initiatives.

    • Dr. Matt Filipic shared the university's investment reports for May, June and July.

    • Dr. Filipic reported that the proposed constitutional tax and expenditure limitation (TEL) has been dropped in favor of a legislated limit on growth in state expenditures. This approach will not require the state to usurp the Board of Trustees role with respect to campus expenditures. Aggregate state expenditures could grow no more than 3.5% per year or the sum of CPI inflation and population growth, whichever is greater. The effect of the policy would be to gradually reduce the state budget as a fraction of the state economy. Exceptions to the limitation could be approved by the General Assembly with a two thirds vote in each chamber. Since the limit is simply a state law, the entire policy could be amended or revoked by a simple majority.

    • Dr. Filipic summarized the sources of funds that might be used to finance capital improvements on campus. For the time being, university funds would be focused on the ongoing science project and a proposed renovation of classrooms in Rike Hall. A number of other projects are being discussed, but these would be funded by donors.

    • Dr. Filipic provided his vice president's report, which included the following points:

      • Enrollments were down this past summer (possibly as a consequence of last December's intersession) and appeared to be heading toward a disappointing fall term, but as of this morning Main Campus enrollments were almost exactly on track with last year.

      • Even though summer enrollments were down, tuition revenues are meeting our budget estimates.

      • State revenues are meeting budget estimates for the first two months of the year, but we are not seeing the significant positive variances that some other states are reporting.

      • The National Center for Public Policy and Higher Education issued its biennial report card on the states. Ohio was given an ÒFÓ in affordability along with 42 other states. Unfortunately, Ohio was judged to have the least affordable public universities in the nation. This illustrates the consequences of Ohio's low and declining investment in higher education.

      • Work is beginning on the higher education budget for the next biennium. Interim Chancellor Walters is engaged in conversations with state leaders about a possible compact which would specify the contributions Ohio's campuses would make to the state and the support the state might provide to campuses. Initial feedback is positive, but much more work needs to be done.

      • Dr. Filipic mentioned the most recent annual report of the Cleveland Federal Reserve Bank, which has an essay on the factors most closely related to personal income growth in the states since the 1930's. The two most important factors were technological innovation and educational attainment. State tax rates were not significantly related to income growth. Dr. Filipic promised to share a link to the report.

  5. Student Affairs Committee

Mrs. King, chair, reported on the committee meeting of September 15, 2006.

    • Vice-President's Report

Dr. Dan Abrahamowicz gave an update on the Student Union renovation project. Phase I, which includes the Fitness Center and service offices, is almost complete. Phase II, which includes student organization space and Counseling and Wellness Services, is scheduled for completion in summer 2007.

Homecoming will be held on October 11-14 and will include the annual homecoming parade. The Tunnel of Oppression, an experiential look at the oppression experienced by certain minority groups, will be held in the Student Union Apollo Room on October 9Ð12.

The Wright State University national student loan default rate is 1.7%, the lowest among state universities in Ohio. The national default rate is 5.1%. The extremely low default rate can be attributed to the fine work done by our offices of Financial Aid and Bursar.

The vice president thanked all those associated with First Week activities, move-in, and the Maya Angelou program. Everyone did excellent work in welcoming new students.

    • Student Government Report

Mr. Brad Turner, Student Government president, described several programs on which Student Government has already started work. Student Government is expanding the campus recycling program and is making great progress with the excellent cooperation of Physical Plant. Recycling containers were placed at all First Week events and over three tons of cardboard were recycled during Move-in.

Mr. Ed Gemin, Student Government vice president, described the Magic Bus program. It is a shuttle service that can be used to take WSU students to any event within an hour's drive from WSU. It has been used to take students to the Mall, Meijers and downtown Dayton.

A handout was provided that outlined Student Government's official agenda for 2006-07. It contained biographies of all Student Government members and the goals for the year.

    • Faculty Representative Update

There was no Faculty Rep update

    • Updates

Ms. Maureen Cooper, athletic senior women's administrator, and Dr. Mike Cusack, athletic director, provided an overview of the NCAA Academic Performance Program (APP). This program includes the Academic Progress Rate (APR) and the Graduation Success Rate (GSR). Ms. Cooper explained how the APR and GSR are calculated and how they affect athletics programs.

Ms. Kathy Morris, associate vice president for Enrollment Services, gave a brief 7th day update on enrollment.

Ms. Jeanne Fraker, associate dean of University College, provided information on the SOAR (Summer On-campus Advising and Registration) program and the First Week experience. She also shared the goals of the First Year Experience program which has a very positive national reputation. Highlights of residential student move-in day were also provided. This continues to be a service highly regarded by students and their families.

The First Weekend Program is in its fourth year and includes sessions on academic topics, diversity, social events, and ends with Freshmen Convocation. First Weekend was followed by Welcome Week which began with the first speaker in the Presidential Lecture Series, Maya Angelou. This week's activities culminated in Fall Fest in which 112 student organizations had booths.

  6. Student Trustees' Report
    • Mr. James Borchers stated his trustee orientation went very well and was very informative

    • The First Weekend was successful and marked the largest enrollment of freshman in Wright State history.

    • The incoming freshman enjoyed a multitude of different activities sponsored by Residential Life, Student Affairs and Student Government to name a few.

    • Fall Fest was one of the largest organization participated events in recent years.

    • Homecoming weekend is taking place October 11th - 14th. This year's homecoming activities will be planned by Student Life as well as Student Government.

  7. Faculty President's Report
    • Dr. James Sayer distributed the first edition of FACULTYLINE to the Board.

    • Classroom space presented some problems, but with the help of the new registrar, Marian Hogue, the space issue was resolved.

    • Parking was a challenge the first week of school due to all the construction on campus.

    • The first Faculty Senate meeting is scheduled for next week. Chief Simone Polk will speak to the faculty about campus safety.

    • Wright State University hosted the Ohio Board of Regents Conference on student success planning. Dr. Lillie Howard organized a fine conference.

    • The Wall of Academic Pioneers is moving ahead with the help of Bill Shepard. It will be located in the Hearth Lounge and will be unveiled as part of the 40th Anniversary celebration.
