1. Call to Order:

University Faculty President James Sayer called the meeting to order at 2:30 p.m. in E156 Student Union. The Faculty Senate meetings are broadcast via videoconference to Lake Campus.

2. Approval of the Minutes:

The minutes of the June 3, 2002, meeting were approved as written (Attachment G to agenda).

3. Reports:

• Provost search chaired by Dr. Greg Bernhardt and report will be given to Senior Vice President Moore
• New Lake Campus Dean is Anita Curry-Jackson, prior chair of Social Work and Ohio Stars Program.
• Strategic Planning will be chaired by Dr. Robert Sweeney; Dr. Jack Dustin, Faculty Senate President Elect will be leading focus groups to further the process.
• Honors Community opened with 384 beds, provides a living-learning center second to none in Ohio.
• Cameos of Caring second Gala with over 300 attendees honored nurses from 13 regional agencies. Dr. Donna Curry directed this great event.
• Alumni Tower will be dedicated October 26, 2002, as part of Homecoming Weekend and the campus kickoff to the alumni campaign. Meetings are scheduled with several editorial boards to talk about the alumni campaign and what it means to WSU.
• Biomedical research technology transfer commission awarded nine million dollars for genomic studies to Wright State University, University of Cincinnati, Wright Patterson Air Force Base, and Procter and Gamble. This was the largest regional award in Ohio.
• US Dept of Ed awarded WSU four grants to enhance international education. This makes WSU the only university to receive that many grants from that organization in 14 months.
• State budget for higher education in FY03 is stable with current state revenue projections. State revenues have increased modestly. Without any other economic changes, WSU does not anticipate any cuts in the budget. Intra University Council of 15 Presidents is chaired by Dr. Goldenberg; Dr. Perry Moore chairs the Provosts/Senior Vice Presidents; and Dr. Matt Filipic chairs the Finance Officers. IUC is planning, along with the Board of Regents, a full state press for increased funding for FY04 - 05 and beyond in higher education. Efforts last year minimized further cuts in higher education, based on past funding cycles.
• Festival Theater renovation dollars came from Bob and Elaine Stein, following a conversation with President Goldenberg and Vice President Muller. Dr. Goldenberg reminded Senators that if anyone has a strong relationship with potential donors, please contact him for help.
• Question by Faculty President Sayer regarding STRS health care benefits for present and future retirees. President Goldenberg expressed dismay with STRS proposed plans. As chair of the IUC he participated with a number of presidents in putting together and sending out a very strong letter explaining the concerns. Senior VP Moore added that it seems there was a conclusion before there was a full input to STRS. There did not seem to be many options given, and it seemed to be a reaction to a unique current situation regarding stock market dipping.
• Question by Senator Goldfinger regarding Strategic Planning. President Goldenberg responded that accreditation requires a strategic plan. President Goldenberg described how the process might be completed in just less than one academic year. Instead of involving hundreds of committee members and lots of time, reduce it so that focus groups from the Faculty Senate and others provide a more efficient and less time consuming process.
• Question by Senator Goldfinger regarding Senior Vice President positon. Dr. Moore responded that it would be worth comparing WSU administrative structure to other schools, and that much of his current time is spent supervising 21 direct reports. This does not allow sufficient time to devote to what Dean’s expect form a Chief Academic Officer. President Goldenberg also responded that Dr. Moore will be increasingly helping him to build a case for improving state support of higher education.

• Union Market has opened and is a marvelous addition
• Festival Theater has been upgraded with new seats

• Next meeting October 21, to establish agenda for two future senate meetings (Nov 4 & 25) and the General Faculty Meeting on Nov. 19
• Shared that Becky Sommer in HR is retiring October 31 and encouraged senators to attend her retirement celebration 3-5 that day
• Reminded senators that (1) they can now send a representative on their behalf to the Faculty Senate meetings, and while they cannot vote, they can participate in discussion; (2) missing three meetings without replacement will mean that senators have vacated their position and will be replaced by action of the committee, and (3) standing committees can now have substitutes who can both discuss and vote.

1. Faculty Budget Priority Committee: James Sayer

• Organizational meeting Oct 7; meet again Oct 28 to discuss adjunct compensation. Proposal for this issue has been distributed to members of committee for discussion and possible approval at the Oct 28 meeting.
• Nov 18 meeting is with Dr. Filipic regarding prior BPC committee to discuss items in committee minutes (i.e. major revenue and expenditure streams for the university at present and plans of capital expenditure)

• Brief meeting October 14. Review topics of classroom availability as well as exterior signage. Complaints received regarding difficulty in finding classrooms. Formal report to follow on other issues not mentioned.

1. Information Technology Committee: Vince Yen

• See attached minutes. Clarification that IT Committee and UTC Committee are separate committees, ITC for Senate and UTC for administration; Provost Moore commented that UTC members are often the college technology committee chairs, and that in the future they will share agendas beforehand so that one group knows what the other is doing and that the role of UTC will be reviewed in the future relative to ITC.

1. Council Reports

• See Attachment B to agenda. Of the various Associate Athletic Directors, only Athletic Director Cusak is a voting member on council. Senator Goldfinger asked that the two issues of 2001-02 (coaches or other personnel’s role in advising students regarding their academic programs in order to pursue other professional careers, and prayer as a requirement for playing on intercollegiate teams) be reviewed during 2002-03. President Sayer clarified that senators can ask that issues be clarified without a formal request. Dr. Mamrack focused on the issues, potential conflicts, and broader issues of student-athlete retention.

1. Old Business:

1. GEIC – David Orenstein

• See Attachment C to agenda
• Today’s business is approval of the new GE program; later under new business is the matter of handling transfer students and continuing students who begin under the old GE and finish under new GE. At the Nov. 4, 2002, meeting, a GE Oversight Committee will be proposed as a subcommittee of UCAP. Course approval is open-ended so courses can be added. The ongoing committee will meet at least quarterly to consider new courses and recommend them to UCAP to bring them forth through the university. Courses were reviewed and approved by following guidelines provided by the Senate and by Board of Regents criteria for the transfer module.
• Dr. Jan Gabbert, chair of Classics, requested that CLS 260 (Mythology) be approved as a GE course. The guidelines the Senate approved are written in such a way that if a proposed course does not meet the criteria established for Area IV of the GE Program, it cannot be included in that area. Clarification from COLA Associate Dean, Dr. Sharon Nelson, that Area VI courses do not necessarily need to be included in another area. After discussion, Dr. Gabbert asked that Senate consider adding CLS 260 in Area IV. President Sayer presented a request to have the COLA curriculum committee examine Classics 260 as a possible item to include in area VI in liberal arts. A motion to amend the document (Attachment C) in terms of the new content of GE by adding CLS 260 to Area IV was denied. GEIC Chair Orenstein reminded the Senate that no formal recommendation for review is needed; rather, departments can meet with GEIC for review.
• Vote to accept Attachment C, Proposal for GEIC for new GE to take affect Fall 2003 approved unanimously.

1. BS in Computer Science, with a Proposal for Bioinformatics Option

• Vote to approve Proposal to add the Bioinformatics Option in the Bachelor of Science in Computer Science Degree was approved unanimously.

1. Call for Nominations for Professor-at-Large for University Promotion and Tenure Committee (Attachment F). Nominations will be taken today and at the November 4 Faculty Senate Meeting, with the vote taken at the November 25, 2002 Senate meeting. Please confirm with the nominee their willingness to serve prior to the vote.
