International Standard Book Numbers (ISBN) and International Standard
Serial Numbers (ISSN) are assigned to a book or serial publication
by the publisher.
It is up to the client
to decide if an ISBN or ISSN is to be assigned. Obtaining a number
facilitates ordering the book and tracking the book in computer inventories.
It also means the publication will be listed in Books in Print. Any
publication can qualify to receive a number. Information about the
assignment and use of ISBNs may be obtained from:

It is important to
get the number assignment before publication, in order to include
it on the Catalog in Publication (CIP) data page or copyright page.
